Ruling of the Speaker

Announced about the Chandrayaan-2, India‟s indigenous moon mission, was successfully launched from the Satish Dhawan Space Centre at Sriharikota in Nellore District of Andhra Pradesh today. It was launched atop a Geosynchronous Satellite Launch Vehicle (GSLV) MK-III, India‟s Most Powerful rocket, and is carrying an orbiter, a lander called Vikram and a rover called Pragyan, which has been almost entirely designed and made in India. 

This House would like to congratulate the ISRO Scientists, on the success of this Mission. This launch is an extremely proud moment  for  all  of  us  an  Indian.We  wish  success  for  this Mission.

Ruling on Business of the House

The Business of the Assembly has been fixed by the Business Advisory Committee, what is to be taken and what is not to be taken and the sitting of the Assembly is also fixed by the BAC Committee, where the Opposition Leader was also present, the Report of the BAC has been circulated and presented before this House. The Members can also go through it and this is not that it has happened for the first time. When the Hon’ble Member Shri. Digamber Kamat was the Chief Minister, that time also the Government Business was transacted during the Private Members Day and the sitting of the days were fixed only for ten days. However, read provisions in Rule – 31 of the Rules of the Procedure, the Private Members’ Business shall be taken up on every Friday and shall have the precedence over the Official Business unless the Speaker otherwise directs and thus implicit in the Rule is a facility for listing the Official Business on the day earmarked for the Private Members’ Business and the question is about the priority. Now we have given the priority first to the Private Members’ Business and then the Government Business.

Bicholim Taluka due to denial of Civic Right such as strong objection
being raised by the claimant towards development and maintenance of
public roads, reconstruction of dilapidated Panchayat building,
Construction of toilets, house repairs of house dwellers or giving the
ownership rights to the residential houses and other infrastructures etc.
also Tenancy Rights of the Cultivable lands to the tenants are not
settled yet. In this context the claimant has to prove his legal right or
else, he has no authority to stake any claim, object, intervene or
interfere in Government development work or Civil Rights of the
people of Maulinguem in Bicholim taluka. Steps Government intend
to take assigning of Civic Rights of the people of Village Maulinguem
in Bicholim taluka”.

the plots which were sanctioned under 20 point programme to the landless
families at Pratapnagar, Harwale, Sankhali,where the occupants have
constructed the houses as per Scheme and the said families are residing
therein, but some of the occupants have still not been allotted a house

number. Steps the Government will take to direct the concerned authority to
record and register their houses”.

in regard thereto.

Government intends to take to make available sufficient number of ration

  3. the reasons for not taking any action till date on Goa Cricket Association for electing and appointing one Mr. Vinod Phadke of GCA Managing Committee as Secretary, wherein Pendse Commission has banned the Association from electing Mr. Vinod Phadke on GCA Managing Committee; and
  4. whether the Goa Cricket Association has taken any positive steps as per Pendse Commission Report which has been accepted and adopted by the Government in 2012, if so, details thereof and whether the Government has acted on Pendse Commission recommendations;
  5. whether the Government is aware about the alleged fraud and misappropriation in Goa Cricket Association and that the former President, Secretary, and treasurers were in police custody for fifteen days;
  6. the reasons thereof the Government allowed to continue these allegedly tainted and allegedly accused to enjoy the highest positions in GCA for so long;
  7. whether the Registrar has anytime verified their accounts statement from time to time since Goa Cricket Association has its registration with Registrar of Societies under 1860 Act;
  8. whether their registration with Registrar of Societies is still valid, if not, the reason for not de-recognizing GCA;
  9. whether the Government has de-affiliated GCA and appointed Administrator to save the future of talented Goan cricketers; and
  10. whether Goa has any other body through which the talented players could play for Nationals and International matches in the absence of GCA ?

Sir, in terms of Amendment dated 26/05/1993 of Article 334-A not more than 400 sq.mts. of land can be granted for construction of house or building and as per Amendment to the said Article dated 16/04/2001 land admeasuring upto 2 Lakhs sq.mts. can be granted on lease to any Education or Health Institutions or any Charitable and/or Social Trust or Society or any similar Social Institutions of Public Utility or engaged in the field of education or health duly recognized by Government for the purpose of any scheme without auction. However, no ceiling limit is fixed for grant of land as afromento to the Government Department or the Government undertaking or the statutory body constituted by Government of India for setting up of premier Higher Educational Institutional of National level or International repute.

(b)

furnish details of Communidade lands allotted to individual/s and institution/s under Communidade Code and norms in Shiroda Village since 2012 till date;

No land has been allotted either to individual/s or Institutions since 2012 till date under the provisions of Code of Comunidade in Shiroda village.

(c)

whether the said allotment of Communidade land is within the prescribed limit;

Does not arise in view of reply at (b) above.

whether prior approval of the Government is required for allotment of Communidade land;

Yes Sir, the Government approval is required for allotment of Comunidade land.

(e)

if so, furnish documents furnished by applicant and approval granted by the Government since 2012 till date;

Comunidade of Shiroda has allotted land to individual admeasuring 23325 sq.mts. comprised in Survey No. 480/1, in the year 2005-2006 which portion of land has been partitioned and allotted a separated survey No. 480/1-A vide Order dated 09/04/2012 of the Deputy Collector & SDO, Ponda.

Copy of the said order is annexed as Annexure “A”.
