"The High-Level Commission should be given the mandate to investigate the "Conspiracy Angle" as well as conduct a "Scientific Study" to find the cause of the devastating Fires in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas.”

“This House strongly recommends the Government to take immediate steps to stop the unjust customs of widow discrimination, widow abuse and widow isolation in the State. A few Village Panchayats in Goa have taken resolutions against such outdated and inhuman customs and that widows be treated on par with married women. The steps the Government intends to take in co-ordination with Directorate of Panchayats, Municipal Administration, Goa State Women’s Commission and Goa Human Rights Commission to convene Gram Sabhas of Village Panchayats, organize awareness meetings in every city and meetings of various NGOs to express solidarity with widows and to boost their confidence against such obsolete and archaic practices prevailing in the community and recommends Government to contemplate bringing a law to stop such unjust practices.”

This House unanimously and strongly recommends that the contents on "The Chieftains of Cuncolim” be introduced at the appropriate stage in the school and college curriculum consequent on the decision of the Government of Goa to celebrate 15th July 1583 (Cuncolim Revolt) as the National War Memorial Day. The Gaonkar's of Cuncolim stood up to the colonial powers boycotting the colonial decrees and registered their protests by not paying any revenue to the Government centuries before similar protests and boycotts got popularized as the “non- cooperation movement”. These deeds of courage, valiant struggle and sacrifices of Goan's and specially the people of Cuncolim should be learnt and taught as part of Goa’s political struggle against colonial powers strictly as historical facts without fanning xenophobia of any kind.

“Attention of the House is drawn as regards the concern of people and stakeholders such as Village Panchayats, industry associations, on the introduction of the Reverse Vending Machine (RVM) and Deposit Refund Scheme (DRS) without any awareness, orientation and training in the working of the scheme and the equipments. Though the objectives are laudable as it is reduce the non- biodegradable waste and encourage responsible disposal of mainly alcohol and PET bottles, multi layered wrappers and milk cartons, the apprehension is that RVMs are turning into white elephants and gathering dust after installation without any proper awareness, orientation and training. The steps the Directorate of Panchayats will take to ensure that the scheme of RVMs and DRS will effectively operate at the ground level including making such arrangements mandatory in shopping malls and shopping departmental stores/marts”.

Ministers ReplyAttention of the House is drawn to the delays caused in rescue and clearance operations during disaster incidents. A recent example is the 18-hour rescue operation following the overturning of a Hindustan Petroleum Corporation Limited LPG tanker on National Highway 66 at Padi in South Goa. This incident highlights the State’s lack of preparedness and the highly inadequate mechanisms currently in place for effective disaster management. Disaster management mechanism needs to be toned to the level and type of development that is planned and projected in the state.
The delay was because of the absence of Local Emergency Response Vehicle (ERV) and heavy-duty cranes which had to be procured from Mangaluru and Karwar respectively. This resulted in suspension of road traffic for 18 hours and railway traffic for 5 hours.
The Disaster Management Authority should identify the gaps in this and other areas to ensure adequate preparedness and quick response to accidents and disasters.

Attention of the House is drawn to the fact that despite the categorical assurance given on the floor of this House on 4th August 2025, that notification regarding reservation for OBC students in Post‑Graduate medical seats in Goa Medical College and Dental College, as per the 100‑point roster, would be issued within a week the notification has not yet been issued.
It is further noted that the rules governing 100% roster‑based reservation for OBC, ST, and SC categories in Goa Medical College and Dental College remain pending. For the last six years, successive assurances have been extended to the community, but the Government has consistently turned a Nelson’s Eye to the matter.
In view of the upcoming PG NEET Medical Registration scheduled for the first week of April 2026, the House seeks clarity on the concrete steps the Government proposes to take to ensure that the notification is issued without further delay.

This is to draw the attention of the House to the long pending issue of Compassionate appointments under the state government. Appointment in harness scheme is to provide jobs to dependents of government employees who die or are incapacitated while in service. This scheme aims to offer immediate financial relief to the bereaved family. It is learnt that over 700 cases are pending of compassionate appointments for over 5 to 7 years. Steps the government proposes to take to alleviate the financial distress of these families and the timelines to this effect.

Fear and anxiety amongst hoteliers, owners of restaurants, eateries, canteens and catering establishments due to the Order dtd. 5th March, 2026 issued by the Ministry of Petroleum and Natural Gas under the provisions of the Essential Commodities Act, 1955 and the Petroleum Products (Maintenance of Production, Storage and Supply) Order, 1999 directing oil refining companies and Public Sector Oil Marketing Companies to supply LPG solely for domestic consumers.
The reasons behind the order and the directions are understandable as the households would need uninterrupted supplies of domestic LPG. However, such an order and direction would completely paralyse the hotels, restaurants, small eateries, canteens and caterers as all these establishments depend on LPG as a primary fuel. In Goa, such steps will crush the hospitality industry and also the tourism industry affecting employment, lives and livelihoods of thousands of persons and families. The effect of restricting LPG exclusively to the domestic consumers will have a pernicious effect on the entire economy of Goa.
It is therefore submitted that the Government of Goa opens a dialogue with the Ministry of Petroleum on TOP URGENT BASIS to work out a solution wherein priority in supply of LPG is provided to the domestic consumers and regulated LPG supply for the purpose of cooking is kept open for the hotels, restaurants, small eateries, caterers and canteens. The government may call for an immediate meeting of affected stakeholders and their associations to scout and work out solutions.

Fear and anxiety due to noise pollution in coastal belt and particularly in Assagao by one KIKIs Bar and Restaurant playing music late nights spilling into early morning beyond permissible decibels. Noise pollution in this area and coastal belt impacts the studies of students, health of senior citizens and also impacts on autistic children who suffers from sleep disturbances and convulsions due to the loud noise. The people are frustrated by filing complaints after complaints every day. This is open defiance to the directives of the High Court and the regulations of the GSPCB.No location should be a 24x7 entertainment zone. There is the right of peaceful living. The threat eminates in Baga- Calangute- Candolim belt; Anjuna-Vagator-Ozran belt; Morjim- Ashvem-Mandrem and Agonda-Palolem belts.The Hon. Minister may issue strict instructions to the police for enforcement and go for enhanced punitive action.

b) whether any existing casino vessel has been replaced by a new or larger vessel in the recent past; if so, the details of such replacement including permissions granted, dates of approval, dimensions of the old and new vessels; whether fresh clearances were obtained or earlier permissions were continued;
c) whether permissions or clearances were obtained from the Inland Waterways Authority of India or any other competent authority under the Inland Waterways Act for casino vessels and allied floating structures in River Mandovi; furnish certified copies of all such permissions, No Objection Certificates, correspondence and approvals; whether any complaints have been received during the last five years from barges, cargo vessels or other commercial traffic, including those carrying coal, minerals or other goods regarding obstruction, hindrance or navigational risk caused by casino vessels or stationary floating structures; if so, furnish the details in a tabular format indicating the date and time of complaint, name of complainant, vessel involved, nature of complaint and action taken;
d) whether all casino vessels and other commercial vessels operating in River Mandovi possess valid certificates of seaworthiness or fitness, the authority that issued such certificates, the period of validity and the criteria used to determine seaworthiness including hull integrity, stability, fire safety, pollution control and emergency preparedness; and
e) whether the Captain of Ports conducts regular inspections, surveys and safety audits of casino vessels and other commercial vessels operating in River Mandovi; if so, the vessel-wise and year-wise details for the last three years indicating the date of inspection, inspecting authority, deficiencies or violations noticed, corrective directions issued and compliance status along with certified copies of inspection reports, safety audit reports, notices issued, replies received and file notings; and whether any vessel was suspended, restricted, denied permission or allowed to operate conditionally on grounds of safety, navigational risk, environmental concerns or lack of seaworthiness?

b) the outcome of DGPS surveys conducted on GIDC lands, including the number and location of illegal structures or encroachments detected, estate-wise, the action taken in each case, and furnish certified copies of survey reports, inspection notes, notices issued and action-taken reports;
c) whether the Government is aware of outsourced recruitment by GIDC through private agencies including extensions of contracts to such agencies, and furnish details for the last three years in tabular format, indicating the name of the agency, period of contract, number of persons recruited, designation, place of posting and whether any recruited persons are related to existing or former officers or officials of GIDC along with certified copies of proposals, approvals and file notings;
d) whether the Government has issued any policy or directions discontinuing recruitment through private outsourcing agencies and mandating recruitment only through Government agencies; if so, whether any exceptions were granted, including the engagement of professionals from outside the State and furnish certified copies of policy instructions, approvals, contracts and performance reviews relating to such engagements; and
e) whether the Government is aware of the sub-standard works executed in GIDC industrial estates during the last two years; if so, furnish estate-wise details in tabular format of such works, the contractors involved, value of works, defects noticed, action taken against contractors and officials; whether any third-party quality audit is followed and the list of roads in GIDC estates indicating date of last execution and those still under performance guarantee along with certified copies of inspection reports, audit reports and file notings?

e) whether the MoU has undergone legal vetting, financial scrutiny and inter-departmental examination; if so, furnish certified copies of all legal opinions, Finance Department notes, approvals, inter-departmental correspondence and file notings; whether the Government has assessed the long-term financial implications, contingent liabilities, cost escalation risks and exit or termination safeguards to protect public land and public funds?

b) the details of the number of floating casinos operating in Mandovi and whether all the casinos have obtained permissions; if so, the details date wise; and the total capacity of visitors allowed on each of the casino that has permission to operate; the details of total number of guests visited the respective casinos in last five years; and whether any new casino is venturing into river Mandovi, if so, the details of this new casino;
c) the year-wise details of the revenue generated by the Government from each Onshore and Offshore casino since its operations in the State; and furnish the details of pending dues from the Onshore and Offshore casino;
d) the details of the Government policy regarding the disposal of sewage from casinos and cruise ships plying the rivers of Goa; and
