“This House strongly recommends the Government to immediately set up a High-Level Inquiry Commission under Retired High Court Judge with Experts from various fields as its members to investigate the cause of Fire Incidents in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas. "The High-Level Commission should be given the mandate to investigate the "Conspiracy Angle" as well as conduct a "Scientific Study" to find the cause of the devastating Fires in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas.”

Stop the unjust customs

“This House strongly recommends the Government to take immediate steps to stop the unjust customs of widow discrimination, widow abuse and widow isolation in the State. A few Village Panchayats in Goa have taken resolutions against such outdated and inhuman customs and that widows be treated on par with married women. The steps the Government intends to take in co-ordination with Directorate of Panchayats, Municipal Administration, Goa State Women’s Commission and Goa Human Rights Commission to convene Gram Sabhas of Village Panchayats, organize awareness meetings in every city and meetings of various NGOs to express solidarity with widows and to boost their confidence against such obsolete and archaic practices prevailing in the community and recommends Government to contemplate bringing a law to stop such unjust practices.”

The Chieftains of Cuncolim

This House unanimously and strongly recommends that the contents on "The Chieftains of Cuncolim” be introduced at the appropriate stage in the school and college curriculum consequent on the decision of the Government of Goa to celebrate 15th July 1583 (Cuncolim Revolt) as the National War Memorial Day. The  Gaonkar's of Cuncolim stood up to the colonial powers boycotting the colonial  decrees and registered their protests by not paying any revenue to the Government centuries before similar protests and boycotts got popularized as the “non- cooperation movement”. These deeds of courage, valiant struggle and sacrifices of Goan's and specially the people of Cuncolim should be learnt and taught as part of Goa’s political struggle against colonial powers strictly as historical facts without fanning xenophobia of any kind.

Irregular, low-pressure Water Supply

“Attention of the House is drawn as regards the large areas, especially in Salcete, Bardez, Mormugao and Ponda talukas which are facing irregular, low-pressure and tanker-dependent supply despite repeated assurances of ‘24x7 water’, the households, hospitals, schools and small businesses are being forced to plan their lives around unpredictable water cuts, and  therefore urge the Government to place before this House a clear, time-bound plan to stabilise sources, reduce leakages, end tanker dependence and ensure equitable daily supply to every village and ward.”

  “Attention of the House is drawn as regards the anxiety in the minds of unemployed youth and job seekers in the State following repeated reports of large-scale job recruitment irregularities cases, wherein it has been alleged that some job aspirants  have been induced to part with money on assurances of employment in Government Departments. The steps the Government has taken in the matter in terms of pro active steps to eradicate these irregularities and the punitive action taken against the offenders.

Hike the power tariff in the State

The attention of the House is drawn as regards the apprehension of the people as regards the proposal of the Power Department to hike the power tariff in the State, thereby putting a burden on the domestic consumers who is already reeling overburdened due to rising prices and increasing cost of living. Further, the department intends to introduce Smart Meters forcing every consumer to pay without reason, The Government should re-examine both the issues as the government can meet the revenue deficits through alternative means and the Smart Meter installation charge is avoidable and unnecessary. The steps Government will take in this matter

Unchecked influx of gig economy workers

“Attention of the House is drawn as regards to the unchecked influx of gig economy workers employed by platforms such as Zomato, Swiggy and Blinkit, who are reportedly bringing in over 8,000 delivery agents from outside the State, along with their own vehicles bearing registration plates from other States. The steps the Government has taken to protect local employment, enforce transport and labour regulations and ensure that these platforms operate within a framework that prioritises Goa’s economic and social interests.”

Noise pollution in Assagao and coastal belt

Fear and anxiety due to noise pollution in coastal belt and particularly in  Assagao by one KIKIs Bar and Restaurant playing music late nights spilling into early morning  beyond permissible decibels. Noise pollution in this area and coastal belt impacts the studies of students, health of senior citizens and also impacts on autistic children who suffers from sleep disturbances and convulsions due to the loud noise.  The people are frustrated by filing complaints after complaints every day. This is open defiance to the directives of the High Court and the regulations of the GSPCB.No location should be a 24x7 entertainment zone. There is the right of peaceful living. The threat eminates in Baga- Calangute- Candolim belt; Anjuna-Vagator-Ozran belt; Morjim- Ashvem-Mandrem and Agonda-Palolem belts.The Hon. Minister may issue strict instructions to the police for enforcement and go for enhanced punitive action.

Fish meal Pollution, Hazardous waste and encroachment in Cuncolim Industrial Estate

The attention of the House is drawn to the issue of grave and escalating civic and environmental crisis due to the pollution in Cuncolim Industrial Estate and its surrounding areas because of untreated water released by fish meal plants in open areas. The Effluent Treatment Plants (ETP) of the fish meal units are not in working conditions resulting in untreated discharge posing threats to health and contamination of sources of water. There is fear and anxiety due to  approvals to additional fish meal plants outside the industrial area.

Further, heaps of hazardous waste dumped at different locations in the industrial estate and vicinity poses risks to life, safety and security, more particularly during monsoon as the hazardous materials contaminate nearby streams and water bodies. It was assured in the House that the hazardous waste would be removed by September 2025 but no action is action.

Also, there is fear and anxiety due to one M/s Shirdi Steel Re-Rollers Private Limited Company encroaching land of Sociedade in Cuncolim for its extension and despite Civil Suit is pending before court in regard to ‘lease and default of payment’, the said company is carrying out work illegally.

The steps the Government intends to take in all these matters.

High Air Quality Index in major towns of Goa

Fear and anxiety due to Air Quality Index in major towns namely Panaji, Porvorim, Mormugao, Bambolim reporting “Unhealthy” levels in the first week of January, 2026. The levels of AQI  were in the range of 163 to 178 in these four major towns. Though the trend in the current week shows improvement, the AQI levels still continue to be Poor or Moderate as the index is in the range of 100 and above. This has put the people to health risks like respiratory, heart diseases and premature deaths. Steps the government proposes to reduce the pollution levels taking serious note of the AQI levels above 100.

Proposed revival of project by Housing Board in Panzorconi-Cuncolim

Fear and anxiety in the minds of people due to the revival of the proposal of establishing a Housing Board project at Charam Moddi, Panzorconi in Cuncolim constituency. The land was acquired in the 1990s but the project was scrapped due to community resistance. This project could seriously impact the village\'s social and cultural fabric. The proposed land is presently used as play-ground for different sports by locals, and a project here would deprive them of these facilities. The proposed project also threatens heritage, environment, and traditional way of life. The locals are agitated. Any new housing project could alter the demography and put a strain on the village\'s resources like water, electricity, and infrastructure. Before taking any steps the locals should be taken into confidence and Government should work in their interest and welfare. The steps government intends to take in this matter.

Acute Shortage of beds at South Goa District Hospital

Fear and anxiety due to the acute shortage of beds at the South Goa District Hospital in the Medicine Ward both Male and Female. Patients are treated on stretchers and wheel-chairs. It is a pathetic scene and not befitting a District Hospital. The government may take immediate steps to provide the minimum requirement at SGDH.

006A - EMPLOYMENT OF GOAN YOUTH AND LABOUR PRACTICES IN THE STATE

*WILL the Minister for Labour and Employment be pleased to state:

  1. the number of Goan youth who have secured employment through Job Fairs and Placement Drives conducted by the Department in the last three years; the date-wise list of such job fairs; the number of unemployed youth who participated; the names of companies that recruited candidates; the number of persons employed by each company; and whether non-Goans were also selected through these drives, if so, furnish details;
  2. the number of skilled, semi-skilled, and unskilled persons registered with the Department who are unemployed as on date; and whether the Department maintains category-wise data of persons employed in the State (permanent, temporary, contract, and daily-wage), including male/female breakup, Goans and non-Goans employed in each category, and their corresponding pay scales; if so, provide details;
  3. whether the Government has any policy or guidelines mandating preference to Goans in employment within industrial estates and other industries in the State; if so, the prescribed percentage of Goan employment; and the details of inspections conducted and action taken against companies violating such norms;
  4. whether the Department has taken note of pharmaceutical and other industries engaging large numbers of workers from outside the State while local youth remain unemployed; if so, the steps taken by the Department, including inspections, notices issued, and compliance achieved, with details;
  5. whether the Labour Department has received complaints regarding poor working conditions, exploitation, wage violations, or other labour grievances in industries across the State; if so, the number of complaints received in the last three years, action taken thereon, and whether regular inspections and enforcement mechanisms are in place to safeguard workers’ rights?

*WILL the Minister for Revenue be pleased to state:

  1. whether, pursuant to the statement made on the floor of this House during the previous session, any committee or inquiry was constituted to examine errors, additions, and deletions in Bhu-Naksha records, including the alleged inclusion of unauthorised structures in CRZ areas; if so, the composition, mandate, and date of constitution of such committee;
  2. the progress made in the said inquiry, including the number of cases examined, districts or talukas covered, and the stage at which the investigation presently stands;
  3. whether the inquiry has identified responsibility or fault on the part of any officials, private surveyors, or agencies, and whether any suspensions, disciplinary proceedings, or criminal complaints have been initiated, and the details thereof;
  4. whether any corrections, reversals, or rectifications have been carried out in Bhu-Naksha records based on preliminary findings of the inquiry, particularly in CRZ and environmentally sensitive areas, and the number of such cases; and
  5. the measures proposed to prevent recurrence of such errors, including system audits, third-party verification, digitisation safeguards, accountability mechanisms, and coordination with CRZ and Environment authorities?

130 - BEACH SHACK POLICY, REVENUE REALISATION, AND LAWLESSNESS ON GOA’S BEACHES

WILL the Minister for Tourism be pleased to state:

  1. the number of beach shacks and allied tourism properties leased under the prevailing Beach Shack Policy during the last three seasons, the criteria for allotment, and the total revenue generated by the State therefrom;
  2. whether the Government has identified any irregularities or violations in the allotment, sub-letting, or operation of beach shacks, and if so, the number of licences suspended or cancelled and the action taken against erring operators;
  3. the measures taken to curb illegal activities by beach touts, including unauthorised agents, vendors, or intermediaries harassing tourists, and the number of complaints received and prosecutions launched in this regard;
  4. whether the Tourism Department has assessed the prevalence of drug-related offences and incidents of road rage in and around beach belts and tourism zones, and the coordination mechanism with the Home Department to address such issues; and
  5. the number of domestic and international tourists who arrived in the State during the last three years and the current year, as recorded with the Foreigners Regional Registration Office (FRRO/FRO) and other official registration systems, and whether any decline or abnormal variation has been observed in tourist arrivals to beach belts affected by the issues referred to above, and whether the department had written to FRRO to get data of foreign tourists arrival, if so, furnish the photocopies of letters?

  1. the number of forest rights cases currently pending approval with the Government and the number of cases that have been settled to date, furnish list with village names, survey number and area for each application received with the detailed status of each community forest rights claim; the total number of FRC-related cases yet to be identified, and what is the current status regarding submission of full fledged compliance reports on Government land details;
  2. the number of individual applications for forest rights claims that have been received in the State of Goa; furnish list of individual forest rights claims received with village name, survey number and area for each application received, and status of each individual forest rights claim;
  3. the details of the tribal areas in the villages situated within the Forest areas of Goa where Forest Right Act is implemented and  the details of the tribal areas in the village/hamlet which has tribal population more than 40% of the population in that village/hamlet along with the actual population of that village/hamlet; and the details of the areas in the villages in Goa which are  habited by tribal population with density less than 40% of the population of the village; and
  4. whether there are any Talukas in the State of Goa which can be declared as a ‘Scheduled Area’ according to the document titled “Land and Governance under 5th Schedule”?

  1. the initiatives taken by the Tourism department apart from road shows and International events to increase tourism footfalls in Goa and the results thereof; methodology used for issuing advertisements to promote Hinterland tourism, Spiritual tourism, beaches, shacks and the types of cuisine served in shacks,  etc. such advertisements released during the last five years in different mediums outside India and within India (outside Goa); furnish details of advertisement expenditure, State/Country-wise and the number of tourists arrived from these States/Countries; the details of agencies empaneled to release such advertisements and copies of agreements signed with each of them; and the steps the Government has taken to promote tourism;
  2. whether there is a tough competition to Goa’s tourism from other States of India or neighboring Countries; if so, give details; whether prior approvals or Ex Post facto approval was taken to release the advertisements; if so, furnish details of all approvals; 
  3. the details of each travel with the total amount spent on foreign tours and travel marts since last five years; furnish the details with names, designation of the Ministers/MLAs’ and Government Officials who participated in the above mentioned tours/Travel Marts; furnish details of the total amount of T.A./D.A. paid to each official, Minister/MLAs’ and Government officials for each trip; and whether permission was taken/obtained for each visit/travel;
  4. the total number of tourists who visited from the places where Government officials and Ministers/MLAs, who participated in travel marts and the separate expenditure of this travel to respective places; and
  5. whether the pre-audit has been done by the Sub-Committee of the State Marketing and Promotions Committee or any other agency with respect to expenditure of the above-mentioned foreign tours/road shows?
