Inquiry Commission Fire Incidents in Mhadei

“This House strongly recommends the Government to immediately set up a High-Level Inquiry Commission under Retired High Court Judge with Experts from various fields as its members to investigate the cause of Fire Incidents in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas. "The High-Level Commission should be given the mandate to investigate the "Conspiracy Angle" as well as conduct a "Scientific Study" to find the cause of the devastating Fires in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas.”

Stop the unjust customs

“This House strongly recommends the Government to take immediate steps to stop the unjust customs of widow discrimination, widow abuse and widow isolation in the State. A few Village Panchayats in Goa have taken resolutions against such outdated and inhuman customs and that widows be treated on par with married women. The steps the Government intends to take in co-ordination with Directorate of Panchayats, Municipal Administration, Goa State Women’s Commission and Goa Human Rights Commission to convene Gram Sabhas of Village Panchayats, organize awareness meetings in every city and meetings of various NGOs to express solidarity with widows and to boost their confidence against such obsolete and archaic practices prevailing in the community and recommends Government to contemplate bringing a law to stop such unjust practices.”

The Chieftains of Cuncolim

This House unanimously and strongly recommends that the contents on "The Chieftains of Cuncolim” be introduced at the appropriate stage in the school and college curriculum consequent on the decision of the Government of Goa to celebrate 15th July 1583 (Cuncolim Revolt) as the National War Memorial Day. The  Gaonkar's of Cuncolim stood up to the colonial powers boycotting the colonial  decrees and registered their protests by not paying any revenue to the Government centuries before similar protests and boycotts got popularized as the “non- cooperation movement”. These deeds of courage, valiant struggle and sacrifices of Goan's and specially the people of Cuncolim should be learnt and taught as part of Goa’s political struggle against colonial powers strictly as historical facts without fanning xenophobia of any kind.

“Fear and anxiety in the minds of Scheduled Tribe Community due to lethargic approach of the Government to provide political reservations to Scheduled Tribes in Goa. The Government must take immediate steps to provide political reservation to Scheduled Tribes of Goa. It is observed that despite Goa having 12.5% Scheduled Tribes population, they are being deprived their Constitutional Right of Reservation of Seats in Goa Legislative Assembly. The steps the Government intends to undertake/has undertaken  in this regard and also to ensure that the Election Commission of India notifies Constituencies for Scheduled Tribes in Goa.”

Admission for Engineering Colleges in Goa

“Fear and anxiety in the mind of parents of candidates who aspire for taking admission for Engineering Colleges in Goa by answering the entrance test as government has abolished the GCET exam from 2023-24 and instead adopted JEE mains for granting admission for such programmes. The level of examination of JEE is not suitable for the type of curriculum that has been adopted by Goa Board and hence this step will result in rampant rise in coaching classes that charge exorbitantly. The steps the Government will take to ensure that poor students will not suffer and lose an opportunity to secure admission to local Engineering colleges”.

“Fear and anxiety in the minds of Goans and villagers of BHOMA and CORLIM that their traditional  residential houses, Temples will be demolished, their tradition, culture and livelihood will be affected,  due to the land acquisition notice issued under section 3 (G) (3) of the National Highways Act, 1956 by the office of the special land acquisition officer CALA, PWD (Cell), Altinho Panaji Goa in the local newspaper on 05.08.2023, as the Competent Authority of Land Acquisition (CALA) is in the process of determination of amount payable as compensation to the owners/interested persons, Notice to all the interested person in such lands is issued to appear before the CALA, on or before 25.08.2023 to submit their claims. The steps the Government intends to take in this matter".

Absence of a Nodal Agency

“ Fear, Anxiety and Anger among the Residents of Cuncolim due to Illegalities, Irregularities, Pollution & Encroachments by most of the Units in Cuncolim Industrial Estate which cause serious Health Hazards, Air & Water Pollution and Loss to the Government Treasury. There is absence of a Nodal Agency to coordinate with various Departments such as Department of Industries, Directorate of Fire Services, Department of Environment & Climate Change, Department of Finance, Inspectorate of Factories & Boilers, Department of Weights & Measures, Department of Labour & Employment as well as Department of Revenue and Department of Home as well as other Authorities, which has resulted in effectively controlling/stopping the Illegalities, Irregularities, Pollution & Encroachments in Cuncolim Industrial Estate. Government must act fast and take Corrective Steps immediately. The delay on part of the Government to act can result in Law & Order situation in Cuncolim”. the steps the Government intends to take in this regards.

Immediate Reopening of the Manned Level Crossing at Gate No.18 in Chandor

“Concern and Anxiety in the Minds of the School Children & Locals of Chandor and surrounding areas due to permanent closure of the Manned Level Crossing Gate No. 18 by the South Western Railways Authorities. The Underpass built doesn’t have the required height for the School Bus to pass through and the Pedestrians face difficulty to walk through the Underpass Bridge during the Monsoons due to Water logging. In view of the same, Government must instruct the South Western Railway Authorities to reopen the Manned Level Crossing Gate No. 18 immediately and provide relief to the School Children, Senior Citizens and Locals”.

“Fear and Anxiety in the Minds of the People about Rising Number of Fatal Accidents in the State of Goa. The recent Fatal Accident at Banastari killing 3 Innocent persons and 4 people in Critical condition has brought to the fore complete failure of the Law Enforcing Authorities to monitor and control rash driving, breaking of Motor Vehicle Rules & Traffic Guidelines. Innocent families are getting shattered due to these Accidents. Government needs to strictly enforce the Rules and take stringent actions against the Violators.

“ Fear and Concern in the Minds of the Students, Parents and Teachers about the non-cooperative attitude of the Kadamba Bus Driver who refuses to take Primary Students from the Government Primary School, Bamnabhat, Ambaulim. This School is located in the same Compound of Government High School, Ambaulim. There are almost 42 Students in Primary School. Government must take steps to arrange for New Bus Facility to these Students or instruct the Driver to accommodate Primary School Students in the Bus”.

001B - SURRENDERING OF INDIAN PASSPORTS BY GOANS

 *WILL the Minister for Home be pleased to refer the Starred LAQ 007C  answered on 02.08.2023 and state:

(a) whether the Government has received the Report from the Ministry of Home Affairs ascertaining that more than twenty eight thousand Goans have surrendered their Indian Passports in the last ten years; if so, furnish copy of the said Report; if not, the reasons for non-receipt of the Report along with copies of all the communications between the Government of Goa and the Ministry of Home Affairs to obtain the copy of the said Report;
(b) whether the Government is aware that the percentage of the passports surrendered by the Goans in the year 2022 was 45.2%, in the year 2021 it was 44.9%, in the year 2020 it was 45.3%, in the year 2019 it was 64.31% and in the year 2018 it was 70.47% of the total passports surrendered in the country and it was around 45% of the total passports surrendered in the country since the year 2020 as per the data of the Ministry of External Affairs, Government of India; if so, the steps taken by the Government to find out the reasons for such a high percentage of surrendering of passports by the Goans; if not, the reasons for not taking cognizance of the said report;
(c) the steps the Government has taken to find out the reasons for surrendering of Indian Passports by more than twenty eight thousand Goans in the last 10 years as per the data released by  External Affairs Ministry, Government of India;
(d) whether the Government is aware of the fact that the Goans were compelled to surrender their passports due to the lack of employment opportunities, jobs, as well as non-conducive conditions to start their own business such as Red-Tapism in Government Administration; if so, the action taken by the Government; if not, the reasons therefor; and 
(e) whether the data with name, address, age, qualification of the Goans that surrendered their passports has been collected by the Government of Goa; if so, furnish a copy of the same; if not whether the Government will collect the data in the interest of the State?

*WILL the Minister for Mines and Geology be pleased to state:

(a) the current status of the Demand Notices issued by the Government on Mining Companies based on the report of the Committee of Chartered Accountants constituted by the Government to undertake a comprehensive Audit of Mining companies/ Lease Holders/ Traders in Goa;
(b) whether any of the Mining companies/ Lease Holders/ Traders on whom the Demand Notices were served and those that have not cleared their dues or the companies that are under the scanner of the Special Investigation Team (SIT) or named in the Shah Commission Report or CAG Report  were allowed to participate in the e-auction of the mining blocks in the State; if so, the details of all such companies with reasons for allowing them to participate in the e-auction of the Mining Blocks; 
(c) the current status of an investigation by SIT that was formed based on Shah Commission Report to investigate illegalities and irregularities in the mining business with details of the progress report of each matter handled by the SIT; 
(d) the details of the Survey of mining activities conducted by concerned Authorities in various Title Concessions along with the details of the volume of Iron Ore and extracted dump from various mining sites with reference to the reply given to Unstarred LAQ No. 103(c) dated 09.08.2023; and
(e) the case-wise details of the recoveries made by the Government from various mining companies till date?
