PRIVATE MEMBERS’ RESOLUTIONS

S/SHRI FRANCIS D’SOUZA AND ALEIXO REGINALDO
LOURENCO moved the following:
 
“This House strongly recommends to the Government of Goa to take up
with the Union Government the urgent need for granting special status to
Goa, on the lines of special status granted to States of Mizoram, Himachal
Pradesh and Uttaranchal under Article 371 of the Constitution of India, for
regulating ownership and transfer of land especially with respect to sale

of land to non-residents/foreigners in order to conserve the limited land
resources available for development and to ensure that the State preserves
its unique identity”.

“This House unanimously resolves that the Government enhance all types of pension amount being given to various category of persons by various Departments like Art & Culture (Kala Sanman etc) Home (Freedom Fighters Goa/Central etc) as also enhance the salary being paid to Anganwadi workers, in view of the rise in prices of most of the essential commodities, the latest increase being in petroleum products especially kerosene and L.P.G. gas.”

(5) SHRI FRANCIS D’SOUZA, MLA moved the following:

“This House resolves that D.S.S.Y. pension should be doubled from Rs.
1000/- to Rs. 2000/- along with Kala Sanman and artists pensions and all
other pension under other schemes. Further there should be an inbuilt
mechanism for automatic increase in pensions in the scheme every three
years considering the inflation and rise of price index.”

points raised by the mover.

SHRI FRANCIS D’SOUZA, MLA called the attention of the Minister for Home to the following:

            “Anxiety in the minds of the people of Mapusa in respect to deteriorating law and order situation and casual attitude of the Police in the investigation as reflected in following:

(a)               theft at Laxminarayan temple, which is located in most densely populated location in the city;

(b)               continues incidents of the shop breaking in Mapusa Municipal market;

(c)                gunning down of 70 year old Mr. Albert Louis, retired teacher at his residence in broad day light; and

(d)              notices issued by Mapusa Police Station to all Pulsar owners of black colour to report station in order to investigate the Kavthankar attack case.”

SHRI FRANCIS D’SOUZA, MLA made a mention about the apprehension expressed by citizens of Bardez Taluka in view of reply against application made under RTI by Mamlatdars that important supporting documents for inclusion of names in electoral rolls of Goa are ‘Eaten by Rate’ and no proper records are available with the offices and that various contrary and inconsistent answers are given by different Mamlatdars to the same questions pertaining to procedure of enrolment of new electors.
