“This House strongly recommends the Government to enact a legislation to vest in itself the excess and unutilised land admeasuring about 17 lakh sq. mtrs. at Sancoale Village in Mormugao Taluka granted to then Birla Gwalior Pvt. Ltd. by the Sancoale Communidade for setting up of fertilizer plant and to utilize it for much needed housing needs of economically weaker sections in Cortalim Constituency and other purposes.”

Illegal construction activity in Sy. No 257/1 in Sancoale

Fear and anxiety in the minds of he villagers of Sancoale in view of an  illegal  construction activity  is being carried out by one ANS Construction Pvt. Ltd. in Sy. No. 257/1 on a massive land admeasuring  around 35000 sq.mtrs. which had been earlier declared as Private forest. Activities such as hill cutting, tree felling, fixing of GI sheets, etc. has been carried out at the site. Steps Government  intends to take in the matter.

Landslide at Kesarval Hills, Cortalim

There is fear and anxiety amongst the people of Cortalim because there is landslide occuring on the hill of Kesarval at Cortlalim. This is happening because of the hill cutting that was done by DBL for construction of the new Zuari Bridge. Due to incessant rain there is a fear that there may be major land slide. There is also a 2000 cubic mtr. water storage tank  at the edge of the hill that can collapse. If this happens there can be major casualties. Government must take immediate action in the matter by constructing a retaining wall to prevent erosion.

Dumping of debris & garbage in Nauta, Cortalim Constituency

Speaker Sr, there is fear and anxiety in the minds of the people of Cortalim Constituency because an unknown person is dumping building material, garbage, wastes and debris at the low lying area by the side of the 4-lane road( Consua- Nauta junction for land filling. The reasons for filling the low lying area is not known. But this eminates foul smell and the dirty water is flowing down slope to the fields & lake. A letter is received in this respect from Cortalim Lake Bachao Samiti. I am placing the letter on the floor of the house. They allege that there is a direct threat to the very existence of \'Vodlem Tollem and also to the paddy fields in and around its vicinity at Nauta,Cortalim. Requesting the Concerned Minister to kindly take immediate action against the culprit and arrange to clear the garbage, debris before the lake & the paddy fields get totally contaminated

008A - DEVELOPMENTAL PROJECTS UNDER ZILLA PANCHAYATS

*WILL the Minister for Panchayati Raj be pleased to state:

(a) whether provision of funds are made to each ZP for the developmental projects of their Constituencies; if so, the time period required for the sanction/approval of such projects after the proposal is submitted to the ZP Office;
(b) whether the unnecessary delay in approval/sanction of the projects is causing inconvenience to the people of that Ward/Constituency; if so, the reasons/cause of delay may be specified;
(c) whether the Government intends to take any steps to ensure that the works could commence at the earliest after the proposals are approved/sanctioned on  complying of all formalities/documentation; if so, the details thereof; and
(d) whether the Government has simplified any procedure with respect to submission of documents while putting the proposals for developmental projects eligible under ZP Funds; if so, the details thereof?

Answer:

(a) whether provision of funds are made to each ZP for the developmental projects of their Constituencies; if so, the time period required for the sanction/approval of such projects after the proposal is submitted to the ZP Office;

Answer: Yes Sir, if fund is available with Zilla Panchayat Approximately one month time required for the sanction/approval of such projects after the proposal is submitted to the Zilla Panchayat Office
(b) whether the unnecessary delay in approval/sanction of the projects is causing inconvenience to the people of that Ward/Constituency; if so, the reasons/cause of delay may be specified;

Answer: No  there is no such written complaints about any inconvenience to the people of any Zilla Panchayat constituencies due to delay in sanction of any project is received by this office till date
(c) whether the Government intends to take any steps to ensure that the works could commence at the earliest after the proposals are approved/sanctioned on  complying of all formalities/documentation; if so, the details thereof; and

Answer: Yes as per the Law and CPWD Manual e-tendering Procedure is followed. The work commence within the stipulated date after issue of work order 

(d) whether the Government has simplified any procedure with respect to submission of documents while putting the proposals for developmental projects eligible under ZP Funds; if so, the details thereof? 

Answer: Yes, Sir, the each Zilla Panchayat member are submitting their Development Project within their jurisdiction alongwith required document. After scrutinized by Technical Cell, the process for site inspection, preparation of estimate, Technical Sanction, Administrative Approval, tendering, Acceptance Expenditure Sanction and issue of work order are being followed. The lowest bidder start the work and complete the project with the satisfaction of Zilla Panchayat Members

 WILL the Minister for Waste Management be pleased to state:

(a) the steps the Government has taken to ensure that garbage is collected regularly as the garbage is lying everywhere in Cortalim Constituency, furnish details;
(b) the steps the Government has taken to ensure that the garbage contractor is functioning as per the terms of contract, furnish details whether any officials from the Waste Management Authority is supervising/site inspecting; if not, reasons therefor;
(c) whether any action has been taken against the contractor for non-collecting of garbage regularly as per the Agreement; if so, furnish details of action taken; and
(d) whether there are any specific charges specified by the Government from the residents towards garbage collection; if so, furnish the amount specified?

(a) whether some farmers from Cortalim are unable to cultivate their fields as the soil is soft and the machinery gets grounded. The Government as assured have technical experts been deputed to the site to inspect the fields and take remedial measures; 
(b) if so, the action taken may kindly be furnished; and
(c) whether any financial compensation is proposed to be provided/is provided to the farmers who were unable to grow their fields due to this soil issues with details thereof ?

At present there is no proposal for construction of the box culverts.

(b) if not, the reasons therefor?

Existing pipe culverts have been extended with pipe culverts as per the requirements. Also new box culvert has been constructed along the edge of ROW at the Santrant junction. Maintenance work of drainage network is done as and when necessity arises.

(a) whether there was landslide at Pajentar, Kesarval, Cortalim due to cutting of the hill by DBL for construction of bridge/road; the steps the Government will  take to construct the retaining wall to prevent further damage to the hill and inconvenience to the public; and

Additional land was acquired for stabilization of the vertical cut slopes at the said location. Sufficient gentle slope was provided with berms for stability. However still some minor/major failures were noticed  in recent past.

Now it is decided to construct retaining wall under road safety with central funds, the work of which will be taken up after approval of road safety Annual Plan 2023-24 and job sanction.

(b) the steps the Government is taking to prevent the erosion on the Kesarval hill at Pajentar due to Monsoon season ?

At present the maintenance team of DBL (Contractor) is deployed round the clock for taking necessary precautions and clearing of any fallen material.

Longitudinal kutcha drain of sufficient size has been also constructed for effective surface drainage.
