“This House congratulates the Directorate of Tourism for winning the Best Tourism Promotion Award during the International Tourism Conclave and Travel Awards held on 06th April, 2012 at Shimla, Himachal Pradesh, the best decorated stall award during Travel Tourism Fair held in January, 2013 at Bangalore and PATWA award for Best Beach Destination during International Tourism Bureau held in Berlin, Germany in 2013.”

004A - GOA CRICKET ASSOCIATION

4A. *WILL the Minister for Sports & Youth Affairs be pleased to state:

  1. whether the Department has communicated/informed about the alleged malpractices to the BCCI, such as financial fraud, misuse of properties, corruption and corrupt practices which has allegedly occurred in Goa Cricket Association, allegedly by the former Members of the Managing Committee/representatives in the year 2007;
  2. if so, furnish details thereof;
  3. the reasons for not taking any action till date on Goa Cricket Association for electing and appointing one Mr. Vinod Phadke of GCA Managing Committee as Secretary, wherein Pendse Commission has banned the Association from electing Mr. Vinod Phadke on GCA Managing Committee; and
  4. whether the Goa Cricket Association has taken any positive steps as per Pendse Commission Report which has been accepted and adopted by the Government in 2012, if so, details thereof and whether the Government has acted on Pendse Commission recommendations;
  5. whether the Government is aware about the alleged fraud and misappropriation in Goa Cricket Association and that the former President, Secretary, and treasurers were in police custody for fifteen days;
  6. the reasons thereof the Government allowed to continue these allegedly tainted and allegedly accused to enjoy the highest positions in GCA for so long;
  7. whether the Registrar has anytime verified their accounts statement from time to time since Goa Cricket Association has its registration with Registrar of Societies under 1860 Act;
  8. whether their registration with Registrar of Societies is still valid, if not, the reason for not de-recognizing GCA;
  9. whether the Government has de-affiliated GCA and appointed Administrator to save the future of talented Goan cricketers; and
  10. whether Goa has any other body through which the talented players could play for Nationals and International matches in the absence of GCA ?

(b) whether the Department has carried out any evaluation of the manpower in Sports Department, if so, the details thereof, during the last 3 years till date;
(c) whether it is fact that many people are paid salaries for doing no work on playground and Gyms in the State; and
(d) if so, furnish the list of the Gyms which are not functioning and also the list of employees recruited in the same?

4C. *WILL the Minister for Labour & Employment be pleased to state:

(a) whether there is any mechanism in Employment Exchange to check that persons registered in Employment Exchange have been employed elsewhere or not, if so, the details thereof;
(b) whether the figures of unemployed people are available with Department or not, if so, the details thereof; and
(c) whether it is a fact that the employment created are grabbed by people from Maharashtra and Karnataka?

Answer:

(a) whether there is any mechanism in Employment Exchange to check that persons registered in Employment Exchange have been employed elsewhere or not, if so, the details thereof;

Answer: Sir, there is no mechanism in the Employment Exchange to check that the registered persons in Employment Exchange have been employed elsewhere. Government departments notify to the Employment Exchange the names of persons who have secured Employment in Government departments. However, such employed persons have liberty to re-register in the Employment Exchange for better prospects.


(b) whether the figures of unemployed people are available with Department or not, if so, the details thereof; and

Answer: Details about unemployed persons are not maintained in the Employment Exchange. Persons whether employed or unemployed have opportunity to register in the Employment Exchange for better prospects.


(c) whether it is a fact that the employment created are grabbed by people from Maharashtra and Karnataka?

Answer: Role of Employment Exchange is restricted to sponsoring of candidates and has no control over the recruitment.

(a)the steps taken by Power Department to reduce the consumption of power in the State; and

Sir, the Power Department does not take any steps to reduce the consumption in respect of solar energy; however, as regards conventional energy consumption, the Department has initiated measures like (1)distribution of 3Nos of LED bulbs to each domestic consumer which will reduce consumption of power & (2) Replacement of existing Street light with LED bulbs, which will reduce overall consumption of power in the state.

(b) whether option of using solar energy is tried in the State, if so, details thereof?

Solar Energy is purchased by the Government to the extent of 31 MW from (1) Solar Energy Corporation of India and (2) NTPC Vidyut Vyapar Nigam Ltd. to meet RPO target set by Hon’ble JERC.
