“The House strongly recommends the Government to take serious cognizance of the high unemployment rate in the State of Goa and initiate necessary steps to provide industry-demand based job skills to at least 20,000 unemployed youth in the next two financial years under Skill Development Mission and ensure that Goan candidates are preferred in private sector jobs in the State.”

This House strongly recommends the Government that the three linear projects of double-tracking of South Western railway lines, Tanmar Power Transmission and expansion of National Highway 4-A passing through the protected areas of Bhagwan Mahaveer Wildlife Sanctuary and Mollem National Park be scrapped in the interest of the public who have shown strong opposition to these three projects that threaten the ecology of the area and also in view of the recommendation by the CEC. Further, this House recommends the Government to withdraw all cases filed against citizens/NGOs for executing their Constitutional duty under Article 51-A (g) of protecting the environment against the three linear projects through peaceful protests.

“Fear and anxiety in the minds of Goans and villagers of BHOMA and CORLIM that their traditional residential houses, Temples will be demolished, their tradition, culture and livelihood will be affected, due to the land acquisition notice issued under section 3 (G) (3) of the National Highways Act, 1956 by the office of the special land acquisition officer CALA, PWD (Cell), Altinho Panaji Goa in the local newspaper on 05.08.2023, as the Competent Authority of Land Acquisition (CALA) is in the process of determination of amount payable as compensation to the owners/interested persons, Notice to all the interested person in such lands is issued to appear before the CALA, on or before 25.08.2023 to submit their claims. The steps the Government intends to take in this matter".

Fear and anxiety in the minds of the youths working under Goa Human Resource Development Corporation (GHRDC) as Security Guards. Their postings require them to travel over 50 kms from their homes to carry out their duties. Many youngsters from Canacona, Quepem, and Sanguem Talukas are assigned to Bambolim and Panjim. With meager salaries below Rs. 20,000/- these youths besides their travel fares for up and down journeys exhaust their energy in long journeys and find it extremely difficult to manage their families who are totally dependent on them. I appeal to the relevant authorities to show consideration by placing these security guards in more convenient locations, preferably within 20 kms of their residences.

| Animal Birth Control programme is being implemented including impounding of stray dogs, transporting them to the shelter, sterilization and immunizing them as per the ABC (dog) Rules, 2000 within the Municipal area. |

(d) whether the Government has taken any action or removed stray cattle from the streets of Quepem with details of the number of cattle taken off the streets? | The Council has signed MoU with Dhyan Foundation Goa Chapter, Taleigao Goa for impounding stray cattle from Quepem Municipal Council jurisdiction and transporting them to Gaushala at Dhyan Foundation Cow Sanctuary, Zambaulim- Goa. This year the Quepem Municipal Council has impounded 14 cattles off the street till date. |

(a) the details with copies of the previous available records of the erstwhile mining leases which were referred by the Government to ascertain the quantum and quality (Grade Fe %) of the iron ore resources at the mining blocks that are e-auctioned or being e-auctioned in the State with reference to reply to sub-question (a) of Starred LAQ 12A answered on 28/03/2023;
(b) whether the Government followed the guidelines and terms and conditions as per Mineral (Auction) Rules, 2015 (Amended upto 2nd November 2021) to ascertain the Reserves of each Mining Block; if so, furnish copies of all the communications made with the Central Government and others pertaining to the same; if not, the reasons for not following the guidelines of Mineral (Auction) Rules, 2015;
(c) the annual quantity of ore excavation by various Companies in the past at various mines in the State as per the records available with the Government and whether the Government has made any survey or study to decide about the lease period of the Mining Blocks e-auctioned or being e-auctioned; if so, furnish copies of all the Reports; if not, the reasons for the same along with the details of the basis on which the lease period was decided by the Government;
(d) the quantum of ore available in all the Mining Blocks e-auctioned or being e-auctioned by the Government and the time-frame required for excavation of the total ore abiding by the Supreme Court Order of capping of 20 million tonnes extraction of iron ore per year; and
(e) the reasons and justifications for fixing the lease period of the Mining Blocks to 50 years with copies of relevant documents?
