“Attention of the House is drawn to the fact that most of the Khazan fields have thick mangroves and are left fallow also bunds and sluice gates are badly maintained resulting in flow of saline water. The steps the Government has taken to restore the Khazan fields back to paddy cultivation."

Water Supply to Mayem and Bicholim Constituency

I call the attention of the Hon’ble Minister to the Plight of the people specially from Mayem and Bicholim Constituency  regarding supply of Drinking water from a  reservoir constructed at Lamgao in Bicholim Constituency. These reservoir was constructed 28 years back with capacity of 800m3 is found with dilapidated state and pathetic condition. Incase if this reservoir get demolished due to its present pathetic condition people from Mayem and Bicholim will suffer to a larger extent for want of drinking water. The proposal for construction of new 2000m3 reservoir is pending with the  PWD Department and considering the urgent necessity of this reservoir, whether PWD department will expedite the procedure on war footing to construct the said  reservoir in the public interest."

Horrible Situation At Sarmanas Ramp In Mayem Constituency

Fear & Anxiety in the minds of public and the commuters to travel from Sarmanas Ferry point to Marcel, as the ramp at the point of Sarmanas-Pilgao is very risky, narrow and steep causing hardship to the commuters specially during congestion and the vehicles has to remain in Que since the ramp is very narrow. Considering the pathetic condition of the ramp, many times accidents occurs slipping of two wheelers causing harmful injuries and recently there was nasty accident on 28th November 2023 wherein due to break-fail the entire four wheeler along with passenger immerse in the river however, due to efforts of  public passengers were rescued, but the driver of the said vehicle died on the spot. Thus, to discards this ramp which is full of risk Government may switch on to construction of bridge from Pilgao to Amona along with access road, which will be most convenient safest transport to the public. The Government intends to decide on this solution to construct this bridge and road access between Pilgao to Amona which will be convenient & safe to public to reach to their destination in time"

Pathetic condition of the Ramp at ferry point of Narva

“Fear and anxiety in the mind of the public specially Narva people due to pathetic condition of the Ramp at ferry point of Narva where ferry is plying from Narva to Divar and vice versa. The existing ramp is very old and also narrow and bad in shape as there are so many wide cracks and wide pit holes at the middle and edge of the ramp where ferry gangplank rests. It is understood that, the repair of this ramp is under tendering process and that will take some time to get the ramp fully repaired. It is pertaining to note that, the famous “Masandevi Jatra” at Narva will be celebrated on 05/09/2023 whereas world famous festival of “Gokul Ashthami” which will be Celebrated on 06/09/2023 and therefore there will be a heavy rush where thousands of devotees will be visiting the Narva Village for darshan at “Masan Devi Jatra” as well as “Gokulashthami” which will create Congestion and commotion to the public at large due to pathetic condition of this ramp. The steps the Government has taken in this regard”

Senior Citizen Cards.

“Fear and anxiety in the mind of the people specially senior citizens in the state of Goa. The Govt. has provided various scheme to the public and  senior citizen who is above 60 years old are given ID cards to avail various facilities like they can enroll Government welfare scheme , can avail discounted medical benefit in Pvt. hospital and free medical treatment at state own hospitals, priority for hearing dates at the legal matter, higher rates of interest in the bank, discount rate in KTC bus fare, tax benefits etc. whether Government has any planning to issue the senior citizen identity card to the needy senior citizen immediately since Government issue the senior citizen card only after 45 days or many months thereby senior citizens are denied to avail the Government welfare schemes”.

CONGESTION AND DELAY IN FERRY SERVICES BETWEEN SARMANS PILIGAO AND TONCA MARCEL

“ Fear and anxiety in mind of the people due to always congestion and delay in ferry service operated between Sarmanas Piligao to Tonca Marcel as a result of which school children, office people and daily commuters suffers to great extent. The main problem of delay and congestion is that there is a smaller size of channel or narrow creek at Tonca Marcel ramp and two operating ferry cannot cross each other in time because  ferry at Tonca side take much time to clear the creek and therefore other ferry has to wait outside the creek, thereby public has to face the brunt. Whether the Government has surveyed the situation at Tonca Marcel ramp to widen the size of the channel or narrow creek in order to operate both the ferry’s smoothly and resolve the problem of the commuters.

“Fear and Anxiety in the minds of people of Village Ona & Kudchirem in Mayem Constituency on account of Substantial delay in processing their application filed before Mamlatdar of Bicholim for regularization of unauthorized construction/property and for want of regulation they cannot avail all the govt. facilities/schemes etc since landed property belongs to the government considering that their construction is very old and required urgent renovation or reconstruction to enjoy proper shelter on humanitarian ground as well as derive the benefits of all the govt. scheme with their school children which remain without availing in spite of 62 years of liberation of state of Goa and therefore they cherished and aspired to get their application sanction for regularization of unauthorized structure/property at the earliest. Whether Government will decide to expedite this application without further delay to get their rights for unauthorized construction/property, in village ona & Kudchirem.

EMRI 108 AMBULANCE SERVICE.

“Fear and anxiety in the minds of the people of Chodan,  Naroa and nearby in Mayem Constituency on account of Fatal death of person Shri. Noni Surya Valvaikar age 59 r/o Karabhat Chodan due to an accident that occurred on 2/05/2023 skidding from his scooter on the newly erected speed breakers causing head injury near Gopal Krishna Temple at Madel Chodan and died in GMC while undergoing treatment. he was been seriously injured due to accident on 2/05/2023 and also unconscious and when 108 Ambulance was called the attendant in the said Ambulance preferred to take him at first at public Health Centre Bicholim instead of nearby GMC Hospital Bamboli and from Bicholim he was later on referred to GMC and due to considerable time in Transit his head injury got deteriorated till he reaches to the GMC and after necessary treatment on Sunday 7/05/2023 morning he breath his last. considering that spot of accident was near the Chodan Ferry, and he would have been reached to GMC rather early instead of referring him to Bicholim Public Health Center as per the government guidelines and therefore he lost his life, he was working in R&D Department having his family of wife and two children and other family members. whether the Government will take serious note of this case to revise the guidelines of 108 Ambulance service wherein under such Fatal accident the attendant in 108 should examine the severity of the injury and if it is head or brain injury the attendant should see to rush him to the nearest Hospital like GMC rather than Local Hospitals to save the Life of the person. Whether Government also aware to take steps to provide job to his family member under compassionate Grounds due to death in Government service.”

*Will the Minister for Revenue be please to state:

(a) whether Government is aware that the number of applications for communidade land have been received from Government servant from the year 2020 and number of applications that have been sanctioned; furnish details with names;

(b) the number of applications that are pending from the year 2020 till date of Government Servants; furnish details with names;

(c) whether Government is aware that applications for communidade plot applied by Government servants are pending due to observations and whether such differed proposal/applications have been submitted to the Administrative Communidade, North Zone for compliance from the applicant; if so; how many such differed proposal have been complied by concerned applicant/Government employees and returned back to the Government for approval, the details thereof with names;

(d) the time frame and the procedure to grant the communidade plot to the applicant/Government servant; with details; and

(e) whether Government is aware that due to observation at government level the application of the communidade land get substantial delay, if so, how many such application have been received from Administrative North Zone via Collector North to the Revenue Department and what procedure is followed to get the approval of Government of such Communidade plot to Government employees, give details; whether Government is aware that when the Government employee submit application for grant of plot to the concerned communidade, wherein communidade after complying with all code of communidade including Affidavit as per requirement and other documentation submits the proposal to the Government via collector for approval and further due to observation at Government level proposal is returned back to the administrator communidade North for compliance, give details with names of the the applicants and the observations raised in the said application for compliance?

(b) whether Government is aware that during monsoon the entire buildings of various courts has leakages and are presently covered with plastic sheets, which proves to be harmful to the building as well as to working staff and the public, if so, give details;

(c) whether Government has moved any proposal to PWD to repair the said buildings; if so, furnish details; and

(d) whether Government is aware that due to lack of adequate space for parking for court officers as well as public, vehicles have to be parked outside the compound of the court where public road is congested; if so, whether Government has any plans to provide proper space for parking within the campus of the building to avoid congestion on the public road, if so, give details?

(c) the number of applications that have been received under this scheme and which are the traditional trade have been chosen by the people, with details thereof; 

(d)Whether such applicants have been given training as per the traditional trade and the number of applications pending,the duration of the training and whether after training trainees have been provided recognition with PM Vishvakarma Certificate and id cards will be given, if so the details, name wise and address along with contact numbers;and

(e)Whether Government is aware that financial assistance is given to the trainee if so,  the amount paid to the trainee for training purpose and the amount paid towards purchase of kits in various traditional trades with details and present status?
