“This House strongly recommends the Government to take immediate steps to preserve the monuments and places of historical importance. Many such monuments and places of archival/archaeological/historical importance are in private owned lands and the Government must acquire such lands to preserve our rich historical sites and monuments.”

“Fear and anxiety in the minds of the people of the State, that due to incessant rains, flooding/inundation, landslides and water logging, has been witnessed in several parts of the State and also due to the incessant rains and the heavy flow of the Valvanti River on the NH 748 AA road at Tulshimala, several trees have been uprooted and embankments along the roadsides have also been washed away. The steps the Government has taken in the matter.”

Rising news of activities of Popular Front of India

“Fear and anxiety in the minds of people of Goa , in connection to rising news of activities of Popular Front of India in the State of Goa. It may be noted that recently in the month of November 2022 there were raids conducted at Fatorda, Shivodem etc. Goa is an example of brotherhood and communal harmony and such organisations are posing a threat to the social fabric of Goa. The steps Government intends to take in this regards.”

KTCL Bus service

Fear and anxiety in the mind of people of Pernem Constituency that, there is no direct KTCL Bus service from Pernem Bus Stand to Panaji at 8.00 hours.  The said Bus was in operation and had been stopped by KTCL.  Will the Minister for Transport assure on the floor of the House that upcoming new 1st Electric Bus will be deployed on a route from Pernem to Panaji via Mapusa atleast.

Many have fraudulently obtained SC certificates to avail government jobs and schemes, depriving genuine beneficiaries. I urge the government to take strict action and ensure proper verification of caste certificate to protect the rights of the SC community.

  1. the current status of electricity supply in Pernem Constituency with details such as:
    (i) the total number of electricity connections in the Constituency, category-wise (domestic, commercial, industrial, agricultural, etc.);
    (ii) the total electricity consumption in Pernem Constituency for the last financial year, month-wise;
    (iii) whether there are any areas in the Constituency facing power fluctuations or load shedding; if so, give details;
  2. the revenue collected from electricity billing in Pernem Constituency with details such as:
    (i) the total amount collected by the Government from electricity bills in Pernem Constituency in the last financial year;
    (ii) the number of defaulters and total outstanding dues from consumers, if any;
    (iii) the steps taken by the Department to recover dues and ensure timely payment of electricity bills; and
  3. the Government’s plan to strengthen electricity infrastructure in Pernem Constituency with details such as:
    (i) the details of ongoing or proposed projects to upgrade transformers, substations, or underground cabling in the Constituency;
    (ii) whether any new connections or power lines are being laid to un-electrified areas; if so, provide the list of such areas;
    (iii) whether the Department has received any complaints regarding voltage issues, meter faults, or frequent outages—if so, how they were addressed?

(a)

Sir, 

The category wise details of existing consumers, their consumption from April 2024 to March 2025 (month-wise) are as per enclosed Annexure-A, and the details of areas which faced low voltage issues in current year are as per enclosed Annexure-B.

 

(b)

the revenue collected from electricity billing in Pernem Constituency with details such as:

(i) the total amount collected by the Government from electricity bills in

Pernem Constituency in the last financial year;

(ii) the number of defaulters and total outstanding dues from consumers, if any;

(iii) the steps taken by the Department to recover dues and ensure timely payment of electricity bills; and

 

 

The details are as below:

(iii) Steps taken to recover the dues are as below: 

  1. 15 days’ Notice is served to the consumers who failed to pay the electricity bill amount within the due date, failure to pay the dues within the notice period the connection is temporarily disconnected.
  2. For the consumers approaching with financial problems for instalment plan, Department provides Instalment facility to recover the dues in part.
  3. If any installation remains Temporarily disconnected for 180 days for non-payment of the outstanding dues, the connection is permanently disconnected.
  4. In case of outstanding dues are not paid by the defaulter even after permanent disconnection, the matter is referred to ‘Revenue Recovery Court’ to recover the same.

(c)

the Government’s plan to strengthen electricity infrastructure in Pernem Constituency with details such as:

(i) the details of ongoing or proposed projects to upgrade transformers, substations, or underground cabling in the Constituency;

(ii) whether any new connections or power lines are being laid to unelectrified areas; if so, provide the list of such areas;

(iii) whether the Department has received any complaints regarding voltage issues, meter faults, or frequent outages—if so, how they were addressed?

 

(i) The ongoing projects to upgrade infrastructure in Pernem Constituency are as below:

  1. work of conversion of existing overhead 11kV Nagzar feeder, Keri feeder, City feeder and Dhargal feeder to underground feeder amounting to 74.55 Crores.
  2.  Work of laying of 33kV 3Core 400 Sq.mm underground cable for 33 KV Pernem I & II feeders from Sukekulan to Pernem Sub Station amounting to 11.29 Crores.
  3. Work of laying of 33kV 3Core 400 Sq.mm underground cable for  Chandel Feeder from Bhendale, Ozarim to Chandel Water Treatment Plant amounting to 12.41 crores.

 

Further, the proposed work of Design, Supply, Erection, Testing and Commissioning of 33 / 11 KV, 2 x 10 MVA indoor type substation (electrical and civil works) at Pernem amounting to 16.12 Crores is under tendering stage.

 

(ii) Presently, no request/ proposal is received.

 

(iii) Few complaints received regarding voltage issues, meter faults, outages at isolated locations are resolved. Necessary corrective actions such as load balancing, network strengthening, transformer upgradation, new transformer centers, etc. have been carried out. Further estimates for improvement of voltage, network are submitted for sanction.

 

Whenever meter fault complaints are received the burnt/faulty meters are replaced and suspected fast running meters, after departmental analysis, are sent for testing to Meter and Relay Testing Lab.

i) name and address of each dairy farmer;
ii) type of cattle reared (cow, buffalo, etc.);
iii) quantity of milk produced by each farmer per month;
iv) whether the farmers are members of any Milk Co-operative Society, if so, furnish names of the societies;
b) the total quantity of milk produced in Pernem Constituency per month during the last three financial years, furnish details month-wise and year-wise breakup;
c) the support and benefits provided by the Government to the dairy farmers in Pernem Constituency with details as:
i) details of subsidy schemes (fodder, cattle insurance, purchase of milch animals, etc.);
ii) details of financial assistance or incentives given per farmer under different schemes;
iii) any infrastructure support (chilling centers, veterinary facilities, training programs, etc.) provided in Pernem Constituency;
d) whether the Government has undertaken any programs to increase milk production or support dairy farmers in the last five years in Pernem Constituency:
