“Attention of the House is drawn towards the urgent need to position Goa not just as a tourist State but also as a beach sports tourist destination. Countries like Australia, Brazil and Thailand have successfully promoted beach sports like volleyball, surfing, beach cricket, kiteboarding, etc. the steps the Government has taken to attract quality tourists and extend the tourist season to position Goa as a Beach Sports Tourist Destination by identifying beaches like Morjim, Arambol, Calangute, Colva, and others, creating the best infrastructure, and hosting National and International beach sports events”.

Rise in Dhiriyo (bullfights)

The attention of the House is drawn as regards the rise in Dhiriyo (bullfights) events being organised across Goa. Dhiriyo has been a part of Goa’s cultural and traditional fabric for decades, often associated with village feasts and community gatherings.  The steps the Government has taken to frame a law to legalise the same and to conduct such events in a regulated manner.

“Fear and anxiety in the minds of the people of the State, that due to incessant rains, flooding/inundation, landslides and water logging, has been witnessed in several parts of the State and also due to the incessant rains and the heavy flow of the Valvanti River on the NH 748 AA road at Tulshimala, several trees have been uprooted and embankments along the roadsides have also been washed away. Bridge connecting Tuem-Aroba-Dhargal

“Fear and anxiety in the minds of people of Goa due to poor condition of bridge connecting Tuem village of Mandrem Constituency and Aroba-Dhargal village of Pernem Constituency. This narrow and age old bridge also connects the villages of Mandrem Constituency to the National Highway. New and wide bridge needs to be constructed to avoid any accidents in future. Steps the Government intends to take in this regard".

Tuem and Pernem pending boundary

“Fear and anxiety in the minds of residents of Tuem and Pernem due to long-pending boundary dispute between Tuem village panchayat and Pernem Municipal Council. The residents of both areas face issues with regard to obtaining permissions to operate businesses and get house numbers. The dispute has also affected  revenue collection by both governing bodies.The steps Government intends to take in this regards”.

NON PAYMENT OF SALARIES AT GOA ANTIBIOTIC, TUEM

Fear and anxiety in the minds of employees of Goa Antibiotics and Pharmaceuticals Ltd. (GAPL), Tuem, due to non-payment of their salaries for the last 2 1/2 month. Company giving reason of less orders received for non payment of Salaries. With Chaturthi fast approaching, this delay has caused deep financial distress. The employees are demanding that their dues like  EPF, LIC bank installments be cleared, salaries paid on time, and their charter of demands be addressed. I request the Government to immediately intervene, coordinate with the Centre, and provide relief to the affected employees.

SAFETY MEASURES TO BE TAKEN AT ROCK CAVE, QUERIM (KERI) PALIYEM

Fear and anxiety in the minds of people with respect to natural  rock cave  at Querim (Keri),Paliyem, which poses safety risks during high tides and rough sea. Though it is beautiful and emerging tourist spot, the tourist enter the cave without supervision, which increases the chance of accidents. Therefore I urge the Tourism department to take necessary safety precautions and preserve the Natural beauty of that area.

SALT PANS (MITACHO AGAR) ON THE VERGE OF EXTINCTION

The attention of the house is drawn to fast decrease in traditional salt farmers. The Mitacho Agar (salt pans) in Agarwaddo and other Parts of Goa, are on the verge of extinction due to rapid urbanisation, labour shortage, low returns, and damage to bunds and canals. This traditional industry, part of Goa’s heritage, is fast disappearing. I request the Government to provide financial aid, restore bunds, supply modern equipment at subsidised rates, and protect salt pans as heritage sites to secure the livelihood of salt farmers.

The attention of the House is drawn on towards  coconut jaggery making occupation  is on the verge of extinction, with only few producers left in Mandrem and in entire state. I urge the Government to give direct incentives, fast-track GI tagging for better market value, and provide preparation machinery at subsidized rates to sustain this rare Goan traditional occupation.

HARDSHIP FACED BY LOCAL FISHERMAN DUE TO INCREASE IN PRICES

Fear and anxiety in the mind of people over rising prices and the difficulties Our local fishermen are facing due to rising costs of petrol, boat motors, nets, and new canoes (Vhodis). These increased expenses are making their traditional livelihood unsustainable. I sincerely request the Government to immediately enhance the existing subsidies and extend greater financial support to the fishing community.

016A - VACANCY OF MAMLATDAR POST AND PENDENCY OF REVENUE MATTERS IN PERNEM TALUKA

*Will the Minister for Revenue be pleased to state:

  1. whether the Government is aware of the lack of a regular Mamlatdar posting in Pernem Taluka thereby resulting delays in disposal of revenue matters;
  2. the category-wise and period-wise total number of revenue matters currently pending before the Mamlatdar and Deputy Collector Courts in Pernem Taluka such as Mundkar cases, Tenancy cases, other revenue court matters, other revenue-related cases with year-wise break-up for each category during the periods from 1990 to 2000, 2001 to 2010, 2011 to 2020 and 2021 to 2025;
  3. the number of Mamlatdar posts sanctioned for Pernem Taluka with number of posts currently filled along with total number of Mamlatdars sanctioned for the State of Goa and number of them currently filled, posted and are vacant;
  4. whether the Government proposes to recruit new Mamlatdars to fill vacancies across the State; if so, the timeline required for such recruitment; and
  5. whether the Government will consider issuing directions to all Mamlatdars to expedite disposal of long-pending cases, fix timelines for disposal of mutation, tenancy and mundkar matters and hold special hearings or take up matters on Saturdays where feasible to clear backlogs in talukas such as Pernem along with details of the steps that are being taken to ensure timely justice and improved citizen service delivery at the taluka revenue offices?

  4. the total amount of subsidy disbursed to farmers in Goa under these schemes in the last three years with  data taluka-wise details thereof;
  5. whether any farmers have faced delays or rejections in receiving subsidies;  if so, the reasons for the same with remedial steps taken; and
