“Anxiety in the minds of villagers due to construction of Western By-pass road which is dangerous to vehicular traffic at crossing level at Dongorim, Rumder, Gorvoti, Nuvem and Matol Verna due to non installing of traffic signals and street lights on these stretch. The action the Government intends to take to install the traffic signals, street lights on stretches of Western By-Pass between Nuvem to Verna to avoid accidents and prevention of loss of life and property.

“Anxiety and fear in the minds of people due to construction and development of illegal plots in Sy No. 150/0 in village Verna, Taluka Salcete.The village Panchayat of Verna has issued trade Establishment Licence vide ref No. VP/V/985/2018-19 dt. 29/08/2018 for running business for Tree Plantation ( Nursery) in Survey Number. No. 150/0, Village Verna Taluka Salcete.Illegal activities by developing plots has been carried out in Survey Number 150/0 in Village Verna Taluka Salcete. The action Government intends to stop the illegal activities in Survey Number 150/0 in Village Verna, Taluka Salcete.”

SHRI WILFRED D’SA, MLA, made a mention about the fear and anxiety in the minds of the people due to proposed setting of 250 TDP 20% Solid Waste Management facility to be set up in Verna Industrial Estate which will destroy our environment and contaminate ground water, deep aquifer, E-Coli and would damage the wells and springs. The surrounding area in Industrial Estate is having more than 32 springs. The steps the Government intends to undertake in the matter. SHRI MICHAEL LOBO, Minister for Waste Management replied to the Mention.

5A. *WILL the Minister for Environment and Climate Change be pleased to  state: 

(a) whether Government has appointed Goa Health Monitoring Services to monitor and dispose BMW and other waste in the State; if so, the details with copy of the contract signed, ownership, terms  and conditions; 
(b) whether the chemical waste from Industries and Pharma companies is being disposed by Goa Health Monitoring Services at Goa Medical College and Manipal Hospital by incineration process;  
(c) if so, the capacity of the incinerator available in the Goa Medical College and Manipal hospital; 
(d) the manifest copy of the chemicals disposed waste of various Industries, Pharma companies from the time of appointment till date; and 
(e) whether the Goa Health Monitoring Services is also disposing electronic waste from the companies such as motherboards of computers, etc.,; if so, the details thereof?

*WILL the Minister for Public Works be pleased to state: 

(a) whether the Government is aware of the issuance of  Technical Clearance order No. TPM/31162/Betalbatim /1/1/2019/1734 dt. 06/03/2019 for proposed construction of tea stall in Sy. No. 1/2(P) and 1/1(P) of Betalbatim village of Salcete Taluka and that this tea stall already existed in the land in Sy. No.1/1 which was further acquired for the purposed of road widening; 
(b) the means through which the Assistant Engineer II, W.D-VI, PWD approved the exchange of land admeasuring 28.75m2 from Sy. No. 1/1(part) in village Betalbatim of SalceteTaluka with report and notings of the departmental approval; 
(c) the  details of the  relief granted vide M.C.A. No. 610/2011 by the  Hon’ble High Court  with copy of M.C.A. with order; 
(d) the Rule under which re-orientation of existing structure in exchange of 28.75m2 area from survey No. 1/ 2 is permitted; 
(e) whether after re-orientation, the set back from the MDR road will be maintained as per the guidelines for set back to MDR road in villages; 
(f)  if so, the details with proper drawings; if not, the action the Government will take to rectify the fault by PWD officials and action proposed against the authority of Sub Div-II Work division VI (Roads) PWD for giving misinformation regarding Cabinet approval for exchange of land from Sy. No. 1/1(Part) of village Betalbatim of SalceteTaluka; 
(g) the details of action taken against the letter No. 43/06/2019-REV/10594 dt. 19/09/2019 by Office of the Collector and District Magistrate South Goa District;  and 
(h) the Rule under which Rehabilitation/transfer of land can be allotted in acquired land for road widening; furnish copy of the rules and regulations of PWD Manual?

(g) the details of action taken against the letter No. 43/06/2019-REV/10594 dt. 19/09/2019 by Office of the Collector and District Magistrate South Goa District;  and The concerned officer has clarified that there was mis-interpretation/mis-understanding regarding the provision of Section 7 of SCHEDULE (Rule 9 and 10) of the Rules of Business of Govt. of Goa and it was a genuine mistake and it was in no way to misguide the office of Collector.
(h) the Rule under which Rehabilitation/transfer of land can be allotted in acquired land for road widening; furnish copy of the rules and regulations of PWD Manual? As per decision taken by Cabinet.

Yes Sir, Technical Clearance was issued partly within the acquired land in lieu of equal area of land being exchanged for purpose of rehabilitating the existing structure in tune with the terms of settlement in the Court of Civil Judge in Civil Suit No. 245/97/E and Order dated 05/10/2011 of the Hon’ble High Court in W.P. No. 634/2007;

whether the site inspections was carried out to physically verify the setback and existence of the Tea Stall; if so, furnish copy;
