High unemployment rate in the State of Goa

“The House strongly recommends the Government to take serious cognizance of the high unemployment rate in the State of Goa and initiate necessary steps to provide industry-demand based job skills to at least 20,000 unemployed youth in the next two financial years under Skill Development Mission and ensure that Goan candidates are preferred in private sector jobs in the State.”

Three linear projects

This House strongly recommends the Government that the three linear projects of double-tracking of South Western railway lines, Tanmar Power Transmission and expansion of National Highway 4-A passing through the protected areas of Bhagwan Mahaveer Wildlife Sanctuary and Mollem National Park be scrapped in the interest of the public who have shown strong opposition to these three projects that threaten the ecology of the area and also in view of the recommendation by the CEC. Further, this House recommends the Government to withdraw all cases filed against citizens/NGOs for executing their Constitutional duty under Article 51-A (g) of protecting the environment against the three linear projects through peaceful protests.

DRINKING WATER SUPPLY

Attention of the House is drawn to the issue of drinking water supply in the areas of the Quepem Constituency. Due to the low pressure of water from the Salaulim Dam and the limited duration of supply, people of V.P. Balli, Fatorpa, Betul and other parts are facing significant challenges in accessing adequate water. I therefore urge the Government to take necessary steps to improve the supply and provide relief to the villagers.

I therefore urge the Government to take immediate steps to ensure an adequate supply of these essential medicines so that patients do not suffer due to their non-availability.

002A - RISING DEBT AND FUTURE REPAYMENT BURDEN OF THE STATE

*Will the Minister for Finance be pleased to state:

  1. the total outstanding debt and liabilities of the State as on date, including internal debt, State Development Loans (SDLs), guarantees and off budget liabilities along with year-wise growth of such liabilities for the last ten years, interest rates applicable, maturity profile, and department-wise break-up of guarantees and off-budget borrowings;
  2. the year-wise details of principal and interest repayments due from 2026–27 onwards, particularly over the next five financial years, indicating repayments towards government securities, SDLs, loans from financial institutions and other internal debt and the proportion of revenue receipts expected to be consumed by debt servicing in each year;
  3. whether the Comptroller and Auditor General (CAG) has flagged fiscal vulnerability and breach of debt-to-GSDP targets, including repeated breach of the 25% benchmark; if so, the specific corrective measures taken, targets fixed, timelines prescribed and outcomes achieved as on date along with copies of action taken notes or reports or any analysis prepared based on the CAG findings;
  4. whether the Government has been rolling over old debt through fresh borrowings, refinancing or re-issuance of securities;  if so, the quantum of debt refinanced year-wise, the authority or mechanism that decided such refinancing, whether refinancing was limited only to maturing debt or also included other debt, with details of the last 5 years; the criteria used for such selection, the average interest rate of the outstanding debt, the reasons for continued reliance on fresh borrowings despite warnings from RBI and CAG and whether any alternative debt-reduction strategy was examined; and 
  5. the specific, written plan of the Government to manage future debt repayments, ensure fiscal stability and prevent further burden on public finances including measures for expenditure rationalisation, revenue augmentation, reduction of committed expenditure and limits on fresh borrowings, along with copies of any debt management strategy, medium-term fiscal plan, or internal notes prepared in this regard?

a.

whether the Special Intensive Revision (SIR) of Electoral Rolls was conducted in Quepem Assembly Constituency, if so, the period during which the said process was undertaken; the booth-wise details of deletion of names from the Electoral Rolls in Quepem Constituency during the said SIR process;

Yes, the Special Intensive Revision (SIR) of Electoral Rolls was conducted for the period from 27/10/2025 to 21/02/2026 in 36-Quepem Assembly Constituency as per the schedule and guidelines/instructions issued by the Election Commission of India.The instructions  issued   by the Election Commission of India in this regard from  time to time are enclosed as Annexure-I.

The Booth wise details   of the  total number of  electors deleted in respect of 36-Quepem Assembly Constituency are enclosed as Annexure-II.

b.

the total number of electors deleted, booth-wise and ward/village-wise; the community-wise details of electors whose names were deleted, indicating the category such as SC, ST, OBC, Minority and General;

The Booth wise details   of the  total number of  electors deleted in respect of 36-Quepem Assembly Constituency are enclosed as Annexure-II. Community-wise details (SC, ST, OВС, Minority, and General) are not maintained in the electoral roll database.

c.

the reasons recorded for such deletions, category-wise, including death, migration, duplication or other grounds;

The information   with respect to the reasons recorded for deletion, category -wise, including death, migration, duplication or other grounds is  enclosed as Annexure-III.

d.

whether prior notice was issued to the concerned electors before deletion of their names; if so, the mode and number of such notices issued; and

The total number of electors in 36-Quepem Assembly Constituency before   draft publication i.e. as on 27/10/2025  were 33775.

All these 33775 electors were issued Enumeration  forms and the same were distributed  through the BLOs,out of which 32,274 Enumeration forms were returned   back  from the electors and  1501 Enumeration forms were not returned back  due   to reasons  such as  Absentee, Shifted, Dead and Duplicate  and others. Hence, the same were  not included in the Draft Electoral roll of SIR, 2026.Accordingly, in the draft Electoral Roll of SIR  published   on 16/12/2025, there were 32,274 number  of Electors, out of which 2850 were unmapped  as   they could not be mapped with their own electoral details/parent`s Electoral  details of the last SIR held at their  then place of ordinary residence and accordingly  notices were issued to them.Also notices were issued in case of 1826 number of  electors with discrepancies in mapping. Also 50 Form-7 for deletion of names of electors were received and  notices were issued in respect of the same.

The above mentioned notices were generated and were served   through BLOs  of the  concerned part.  Decisions were  taken by   ERO/AERO with respect   to these  above cases of unmapped electors, discrepancies in mapping and   in respect of  form-7  after issuing   notices and conducting hearings,  collecting documents/BLO undertakings and accordingly 607 nos. of deletion were   carried out   in respect  of the   final Electoral Roll of SIR, 2026.

 

e.

whether any objections or appeals were received against the said deletions and the number of cases allowed or rejected; and whether the Government proposes to conduct a review or re-verification of the deletions made under the SIR process in Quepem Constituency; if so, the details thereof?

 

 

 

Yes, objections were   received against the deletions carried out during the SIR process in respect of the  36-Quepem Assembly Constituency and details  of the  number of objections allowed  and rejected   are   enclosed as Annexure-IV.  No appeals have been received as on date, against the deletions carried out during the SIR process in respect of the 36-Quepem Assembly Constituency. In case a person is aggrieved with the   decision of the Electoral   Registration Officer, in respect of deletion of name  from Electoral roll, then he/she may file a first appeal before the District   Magistrate within 15 days of the decision of the Electoral Registration Officer under Section 24(a) of the Representation of People Act, 1950, read with rule 27 of the Registration of Electors Rule, 1960 and second appeal before the Chief Electoral Officer within 30 days of the decision of the District Magistrate under Section 24(b) of the Representation of People Act, 1950, read with rule 27 of the Registration of Electors Rule 1960.

b) the amount of funds actually utilized by each Panchayat including details of the purpose for which the funds were used;
c) the amount of funds pending or unutilized with each Panchayat as on date with reasons for non-utilization or delay in utilization of sanctioned funds, if any;
d) whether the Government monitors timely and proper utilization of funds and the measures taken in case of under-utilization; and
