Memorial be erected in Memory

“This House unanimously recommends that a memorial be erected in memory of Dr. Ram Manohar Lohia and Dr. Juliao Menezes and be named as ‘Dr. Juliao Menezes Memorial, Lohia Chowk, Assolna’. It is further recommended that a special Annual grant and adequate arrangements be made available to the Assolna Panchayat and a State level function be held on 18th June, every year to celebrate the Goa Revolution Day.”

Goa has got 51 notified structures under the State Archaeology Department and close to 430 additional monuments and structures with immense heritage value, the State Government is yet to put in place a ‘Heritage Conservation Policy’ to conserve and preserve these architectural monuments”.

High unemployment rate in the State of Goa

“The House strongly recommends the Government to take serious cognizance of the high unemployment rate in the State of Goa and initiate necessary steps to provide industry-demand based job skills to at least 20,000 unemployed youth in the next two financial years under Skill Development Mission and ensure that Goan candidates are preferred in private sector jobs in the State.”

Hike the power tariff in the State

The attention of the House is drawn as regards the apprehension of the people as regards the proposal of the Power Department to hike the power tariff in the State, thereby putting a burden on the domestic consumers who is already reeling overburdened due to rising prices and increasing cost of living. Further, the department intends to introduce Smart Meters forcing every consumer to pay without reason, The Government should re-examine both the issues as the government can meet the revenue deficits through alternative means and the Smart Meter installation charge is avoidable and unnecessary. The steps Government will take in this matter

“Attention of the House is drawn as regards to the unchecked influx of gig economy workers employed by platforms such as Zomato, Swiggy and Blinkit, who are reportedly bringing in over 8,000 delivery agents from outside the State, along with their own vehicles bearing registration plates from other States. The steps the Government has taken to protect local employment, enforce transport and labour regulations and ensure that these platforms operate within a framework that prioritises Goa’s economic and social interests.”

Master Plan to safeguard the UNESCO World Heritage sites

"The attention of the House is drawn to the urgent need for a Master Plan to safeguard the UNESCO World Heritage sites in Old Goa. Despite the Archaeological Survey of India (ASI) protecting 14 heritage monuments/sites under the Ancient Monuments and Archaeological Sites and Remains Act, 1958, with prohibited and regulated zones, illegal construction attempts persist. A Master Plan and strict enforcement of rules and regulations are essential to preserve these sites. The steps Government will take in this matter."

Appeal for Restoration of Mt Carmel Heritage Chapel, Chimbel

 

I rise today to draw the urgent attention of this House to the matter concerning the Mt Carmel Chapel and Convent in Chimbel, a site of immense historical and cultural significance for Goa. Declared a Heritage Site on 7th December 2020 by the Town and Country Planning Department, this monument stands as a proud symbol of Goa’s indigenous Carmelite legacy.

The Mount Carmel Conservation Committee of Chimbel, along with the Carmelite Fathers of Aquem, Margao, have appealed for the return of the property to the Carmelite Order, in line with the 1940 Concordat between Portugal and the Vatican, which remains valid under the Goa-Daman-Diu Act of 1962.
I urge the Hon’ble  Minister to issue a  statement and take necessary steps to restore the Mt Carmel Chapel and its surrounding property to the Carmelite Order, ensuring justice and the preservation of Goa’s unique heritage.

Injustice to OBC and ST category students by Technical Education department at MBBS admission by reducing their quota due as per rules


Fear and anxiety in the minds of aspiring eligible candidates from OBC and ST category as they are denied opportunity for getting admission into MBBS due to deliberate attempt of showing less number of seats under OBC and ST categories. 
In the state of Goa, the reservation percentage is 27% for OBC and 12 % for ST. But, Directorate of Technical Education that handles the counselling round of MBBS admissions has erred in applying the percentage and is showing less number of seats than entitled thus denying the opportunity of professional education.
At present the total number of seats approved is 200 out of which 30 seats are for All India Quota(AIQ). 
Out of 170 seats, there should have been 46 seats for OBC (27%) but prospectus for year 2025-26 shows only 41;
Similarly, ST category should have been provided with 20 seats based on 12% reservation for ST, but the actual seats shown are 18.
Speaker sir, the loss of 7 seats is gross injustice on the ST and OBC community.

Surprisingly, the seat matrix for BDS(Dental ) shows seats for OBC and ST as per correct percentage. 
By denying their rightful share, Directorate of Technical Education which has been handling counselling sessions for several years now has shown total insensitivity and contempt towards implementation of reservation.
Speaker sir, the admission rounds has already started but that should not prevent the authorities from restoring the reservation category quota as per rules.
Further, those responsible for this act of omission and commission should be taken to task and strict action be taken on them.

Uncontrolled and unchecked blasting and crushing activities around Tilari river and dam affecting North Goa water supply

Fear and anxiety in the minds of North Goa residents and tourism industry as Tilari river flowing from Maharashtra that provides 73% of water supply to Goa on which majority of the North Goa and especially the tourism belt of coastal North Goa depends upon is under the threat due to large scale blasting and crushers and construction of roads along the Tilari rives that results in siltation and will damage the dam and water holding capacity of the dam and river. The Goa Government is requested to raise the matter with Maharashtra Government to take action on such uncontrolled activities as otherwise it will affect the citizens as well as tourism industry.

Sealing and Excavations of Arsenal area at Old Goa

As per ASI findings, there is possibility of finding several ancient artefacts at the site where presently the parking project near Old Goa churches is being planned by Goa Tourism under PRASAD schemes.
Several cannon, pottery, coins, and architectural fragments that shed new light on regions past are discovered and hence there is an urgent need to stop and cancel any development work in the region and seal the entire area and take following actions:
Not to Conduct further excavations, develop proper plan for conservation and preservation, and ensure protection of the site.
Evacuate and demolish the temporarily built Police station and demolish any temporally built structures during exposition.
Government needs to act swiftly and prevent any further damage and take action in coordination with ASI to protect the site and preserve its ancient past.

Archaeology

Deterioration of Traditional Communal Wells and Water Sources in Velim

I rise to bring attention to the silent decline of traditional communal wells and natural water sources in Velim—a loss that affects both water security and cultural heritage.

In villages like Assolna, Chinchinim, and Velim, Dramapur,Sarzora communal wells and springs once served as lifelines. Today, many lie neglected—choked with debris, encroached upon, or contaminated due to lack of upkeep.

The monsoon further aggravates the risk, as surface contaminants seep into these unmaintained sources. We are losing not just water access, but centuries of local water wisdom.

I urge the government to:
- Conduct a detailed survey and mapping of all traditional water sources in Velim constituency 
- Allocate funds for cleaning, desilting, repair, and protection of these assets.
- Develop a long-term maintenance policy involving local communities and NGOs.
- Run awareness campaigns to prevent dumping and promote conservation.

Preserving these water bodies is vital—for ecology, heritage, and the dignity of daily life.
