“This House unanimously recommends that a memorial be erected in memory of Dr. Ram Manohar Lohia and Dr. Juliao Menezes and be named as ‘Dr. Juliao Menezes Memorial, Lohia Chowk, Assolna’. It is further recommended that a special Annual grant and adequate arrangements be made available to the Assolna Panchayat and a State level function be held on 18th June, every year to celebrate the Goa Revolution Day.”

Goa has got 51 notified structures under the State Archaeology Department and close to 430 additional monuments and structures with immense heritage value, the State Government is yet to put in place a ‘Heritage Conservation Policy’ to conserve and preserve these architectural monuments”.

“The House strongly recommends the Government to take serious cognizance of the high unemployment rate in the State of Goa and initiate necessary steps to provide industry-demand based job skills to at least 20,000 unemployed youth in the next two financial years under Skill Development Mission and ensure that Goan candidates are preferred in private sector jobs in the State.”

“Attention of the House is drawn as regards the disturbing incidents of suicides among the personnel of the Goa police in recent times. The Government should conduct an immediate assessment to understand the causes behind such incidents and roll out a police welfare and psychological support programme. These incidents have raised serious issues of working conditions, stress levels and absence of psychological support within the police force. The steps the Government has taken in the matter.”
Calling Attention moved by S/Shri Yuri Alemao, Hon. Leader of Opposition, Venzy Viegas and Cruz Silva, Hon. MLAs, was not taken up, since the movers of the Calling Attention, were not present in the House, when the Calling Attention was called out.

“Attention of the House is drawn to the most current issue in respect of diversion of Mhadei waters wherein the state of Karnataka has re-started preparations in full swing by procuring generators, pipelines and setting up a working unit at “Nerse” in Khanapur taluka to divert the Khalsa-Bhandura canal waters to Malprabha. As per reports from the Goa based environmentalists and activists, the Karnataka government is expecting a green signal from the Ministry of Environment and Forests and the National Wild Life Board. The Karnataka government is staying in full preparedness to commence work without any lag and delay from the date of approval. Steps that the government has taken to address this most critical issue and the pro-active measures proposed in this regard be placed before the House.

“ Attention of the House is drawn as regards the people of Goa over the depiction of extensive port limits within village areas in the Coastal Zone Management Plan (CZMP) 2019, as large stretches of rivers and riverbanks traditionally used by local communities, fishermen and riparian villages now appear to fall within port jurisdiction, creating widespread apprehension that such demarcations could gradually erode the customary rights of Goans over their rivers, restrict traditional access and livelihoods, and open the door for external authorities or commercial interests to exercise greater control over our waterways, and therefore the Government may clarify the basis on which these port limits have been shown and the safeguards in place to protect the rights of local communities”.

Ministers Reply“Attention of the House is drawn as regards the concern of people and stakeholders such as Village Panchayats, industry associations, on the introduction of the Reverse Vending Machine (RVM) and Deposit Refund Scheme (DRS) without any awareness, orientation and training in the working of the scheme and the equipments. Though the objectives are laudable as it is reduce the non- biodegradable waste and encourage responsible disposal of mainly alcohol and PET bottles, multi layered wrappers and milk cartons, the apprehension is that RVMs are turning into white elephants and gathering dust after installation without any proper awareness, orientation and training. The steps the Directorate of Panchayats will take to ensure that the scheme of RVMs and DRS will effectively operate at the ground level including making such arrangements mandatory in shopping malls and shopping departmental stores/marts”.

Ministers ReplyI wish to raise an urgent matter regarding the management of open spaces in sub-divided plots. It is observed that, before issuing occupancy certificates, most of these open space areas are not transferred to the Panchayat and instead remain in the names of the owners.
This lapse has led to widespread encroachment, with individuals using these spaces for personal purposes, thereby depriving the community of its rightful common areas. Such practices defeat the very purpose of reserving open spaces for public use and weaken the authority of local self-governance.
This trend is seen consecutively in villages like Dicarpalli and Sao Jose de Areal, where community assets are being compromised due to such negligence.
There is an immediate need for corrective action. I urge the Government to ensure that all open spaces in sub-divided plots are mandatorily transferred to the Panchayat before occupancy certificates are issued. Furthermore, strict action should be taken against Panchayat Secretaries found guilty of negligence or complicity in such matters.
This will safeguard community assets, prevent encroachment, and strengthen grassroots governance.

I wish to draw the attention of the House to a matter of grave concern affecting the future of sports in Goa. The Sports Authority of Goa has recently introduced a policy requiring sports associations and schools to pay for the usage of grounds. While revenue considerations may be one aspect, this policy directly hampers the training and preparation of our state teams.
Associations are not only training players who represent Goa at National Championships, but they also conduct State and District Championships. These are team events across six categories—senior, junior, sub-junior, men, and women. For such events, at the very least, grounds must be provided free of cost. Without adequate access to training facilities, how will our players perform well and how will sports in Goa improve?
I urge the Government to reconsider this policy and ensure that for National team training, State and District Championships, grounds are made available free of charge. This is essential to nurture talent and uphold Goa’s sporting spirit.

I rise to highlight the grave concern and anxiety prevailing among the people of Socoband and Pedda in Ambelim village. The retaining wall near the mouth of the sluice gate at Socoband, constructed five years ago, has now begun to tilt dangerously.
Sir, the collapse of this retaining wall will block the free flow of water coming from various places into the River Sal. If this happens, the low-lying areas of Pedda, Ambelim will face severe flooding, putting homes, fields, and livelihoods at risk. The people are living in fear, uncertain about their safety and the future of their agricultural lands.
I urge the government to:
- Immediately inspect the retaining wall and assess the structural damage.
- Take urgent steps to reconstruct the wall before the monsoon sets in.
- Assure the people of Ambelim that preventive measures will be taken to avoid flooding and protect their lives and property.
Hon’ble Speaker, If timely action is not taken, the people of Ambelim will suffer irreparable damage. I therefore demand that the government act with urgency to restore confidence and safeguard the lives and lands of our people.

Fear and anxiety in the minds of teachers, students and parents as school teachers are assigned Election duty for CCP elections, SIR verification duties and Census enumeration duty that is likely to start soon making it difficult for teachers to focus on teaching and examination work as Board examinations and related assessment work required the presence of teachers for assessment to process and declare the results in time so also the academic year begins from April 1 without any break and unavailability of teachers at the beginning of the academic year will result in academic loss to students. Government is requested not to appoint teachers on such duties when exam and teaching work are required to be conducted by teaching community.

I wish to highlight the growing fear and anxiety among students, parents, Scoutmasters, Guide Captains, Heads of Schools, and management due to the non‑allocation of periods for Scouting and Guiding activities under NEP 2020.
Since the academic year 2024‑25, this policy has seriously affected 214 schools across Goa, impacting nearly 50,000 student members. Scouting and Guiding are not just extracurricular activities—they are vital for character building, discipline, leadership, and community service. Denying time for these activities undermines holistic education and the spirit of the NEP itself.
I urge the Government to immediately address this issue, restore dedicated periods for Scouting and Guiding, and reassure our students and educators that their concerns are being heard.

a) all directives /NOCs/construction licenses issued by BDO/Director of Panchayat to applications that were submitted to respective panchayats that refused to issue construction licenses to the said projects with name of the village panchayat, name of the applicant, details of the application, reason for not issuing the construction license by village panchayat, date of representation to BDO /DOP, details of hearings conducted by BDO/DoP, order issued by BDO/DoP with copy thereof;
b) the details of matters where licenses thus issued were later revoked due to Court intervention or opposition by villagers;
c) the details of Court cases filed against DoP for issue of construction licenses in above manner;
d) furnish copies of all stop work orders issued by BDO/DoP where complaints were filed against alleged illegal construction during the last six months; and
e) the detailed list of BDOs functioning in each taluka?

a) the total number of First Information Reports (FIRs) registered from 01-01.2023 till date in Goa relating to offences against women occurring in public transit vehicles (including public buses), at bus stands, railway stations, and other public transport hubs, indicating the nature of offence, location and present status (investigation/ charge- sheeted /under trial/convicted);
b) the total number of complaints received by Goa Police from 01-01-2023 till date regarding harassment, intimidation or safety concerns reported by women at public spaces (including streets, bus stands and transit hubs), the manner in which these complaints were recorded (FIR/other complaints), and action taken thereon;
c) whether Goa Police has documented any analysis, mapping or data on hotspots or high-incidence areas for women’s safety concerns at bus stands, public transit corridors, or other public places; if so, furnish copy of the reports and mitigation measures planned or undertaken;
d) whether special patrolling, CCTV surveillance, panic button systems or women-focused safety measures (including Women Help Desks and gender sensitisation training for personnel) have been deployed at public transit locations, bus stands and crowded public spaces in Goa; if so, furnish details of the locations, technology/equipment deployed and outcome monitoring results; and
e) whether any periodic review, community-police consultations or coordination with the Goa State Commission for Women have occurred since 01-01-2023 to assess and improve women’s safety in public transit and public spaces; if so, furnish minutes or summaries of such reviews and the actions arising therefrom?
