“This House resolves that the Government makes provision for constructing Western Bypass on Stilts at Benaulim on the basis of the facts that on 5th July 2022 and 5th July 2023, the entire catchment area at Benaulim and the carrying capacity of River Sal were overflowing at High Tide and with heavy rains at the same time, which proved that the Study Report provided by the WRD wrongly produced Rational Formula and Ryve's formula which showed wrongly derived Peak Flood Discharge and Discharge capacity of the River Sal."

“This House strongly recommends the Government to   make provision for restarting the subsidy towards tourist taxi and sanctioning the subsidies for all those tourist taxis, whose sanction letters were issued but subsidy kept on hold and not released. Further, the drivers holding a taxi badge be allowed to continue to drive the tourist vehicles without any changes.”

“This House strongly recommends the Government to implement a permanent pension scheme for retired Goan Seafarers and their widows via “The Goa Welfare / Pension Scheme for Seafarers, 2012”  and further integrate the DSS scheme with “The Goa Welfare / Pension Scheme for Seafarers, 2012”  in order to avoid partial withdrawing from NRI Department and partial from Social Welfare Department and to mitigate the hardship faced by senior seafarer citizen and their widow.

“Attention of the House is drawn as regards the large areas, especially in Salcete, Bardez, Mormugao and Ponda talukas which are facing irregular, low-pressure and tanker-dependent supply despite repeated assurances of ‘24x7 water’, the households, hospitals, schools and small businesses are being forced to plan their lives around unpredictable water cuts, and  therefore urge the Government to place before this House a clear, time-bound plan to stabilise sources, reduce leakages, end tanker dependence and ensure equitable daily supply to every village and ward.”

Hike the power tariff in the State

The attention of the House is drawn as regards the apprehension of the people as regards the proposal of the Power Department to hike the power tariff in the State, thereby putting a burden on the domestic consumers who is already reeling overburdened due to rising prices and increasing cost of living. Further, the department intends to introduce Smart Meters forcing every consumer to pay without reason, The Government should re-examine both the issues as the government can meet the revenue deficits through alternative means and the Smart Meter installation charge is avoidable and unnecessary. The steps Government will take in this matter

Fear and anxiety in the minds of devotees due to the Urgent concern for Benaulim\'s heritage Monte Chapel , a 450+ year old sacred site, is under threat! Hill Erosion is taking its toll, and the community is anxious about the chapel\'s safety. We urge the government to act swiftly to:

Protect the chapel with an erosion wall
Beautify and illuminate the area
Repair ancient steps and resurface the road
Preserve this heritage site under GSIDC

“Fear and anxiety in the minds of every person as there is a high risk of accidents near Orlim Impala junction, where there are pavement blocks which have been exposed and several people have fallen down, as well as a pipe is projecting out in between the road, and department does not even rectify after knowing the fact and this allows accidents to continue, immediate new pavement\'s to be installed at the junction and the exposed pipe to be cut.”

De-notification of the Re-notified Regional Plan 2021 Concerning Proposed 10, 15, 25, and 30-Meters Roads in Villages of Goa

\"Fear and anxiety in the minds of general public of Goa due the the Re-notified Regional Plan 2021 for the State of Goa, prepared under the provisions of the Goa, Daman and Diu Town and Country Planning  Act, 1974, proposes the development of roads measuring 10, 15, 25, and 30 meters in width across various villages in Goa; This proposed roads has created a lot of displacement of families, loss of agricultural and ecologically sensitive land, disruption of traditional village layouts, and adverse impacts on the socio-cultural and
environmental fabric of rural Goa. THEREFORE, THIS HOUSE RESOLVES THAT:
1. The Re-notified Regional Plan 2021, to the extent that it proposes 10, 15, 25,
and 30-meter roads in the villages of Goa, be de-notified with immediate effect.
2. The Government of Goa undertake a comprehensive review of the Regional
Plan 2021 through a transparent and participatory process, involving all
stakeholders, including local communities, village panchayats, and environmental
experts, to ensure that any future road development proposals align with the
principles of sustainable development, ecological preservation, and the socio cultural
ethos of Goa.
3. The Government suspend all actions related to land acquisition, demarcation,
or construction of the proposed roads until such a review is completed and a
revised plan is approved with the consensus of the affected communities.

I rise to highlight a pressing issue regarding the statutory requirement for forming the Minority Commission in Goa, despite its importance, this commission remains absent.

The Formation of a Minority Commission is a statutory requirement to safe guard the rights and interest of Minority Communities. The absent of this Commission leaves Minority Communities without a dedicated platform for addressing their concerns I urge the Government to immediately form the Minority Commission as per statutory requirements. Ensure the Commission role in protecting and promoting the Welfare of Minority Communities.

  1. furnish copies of the Detailed Project Report (DPR) for the Colva Residency Redevelopment Project; furnish copies of all original and revised architectural plans, drawings, and site plans (including High Tide Line demarcation and survey details) submitted by GTDC to the Goa Coastal Zone Management Authority (GCZMA);
  2. furnish copies of all internal GTDC file notings, minutes of meetings, internal correspondence, feasibility studies, and cost-benefit analysis related to the project planning, approvals, and selection of private investment mode;
  3. furnish copies of the GCZMA site inspection reports, recommendations (including the decision dated around April 2025 to recommend the project to MoEF & CC), and any related observations or conditions imposed; furnish copies of all correspondence exchanged between GTDC, GCZMA, and MoEF & CC regarding CRZ clearance for the redevelopment project; furnish copies of all documents submitted by GTDC to establish that the existing structure was constructed prior to 1991, along with related file notings and verification records; and
  4. furnish copies of all other permissions, No Objection Certificates (NOCs), approvals obtained or applied for, and related file notings from any government department or authority in connection with the Colva Residency Redevelopment Project?

  5. whether any accountability measures have been initiated against the contractor, consultants, or officials of the department in light of the slab collapse and quality concerns; if so, furnish details, including actions taken and present status?
