This House resolves that “Our allegiance as Indians should not be affected by any kind of competing allegiance” as quoted by Dr. B.R. Ambedkar. A recent documentary released by the British Broadcasting Corporation (BBC) is yet another malicious attempt to blame the then State Government for the Godhra carnage in Gujarat and the consequent communal riots that took place in Gujarat in the year 2002. In response to the detailed investigation conducted regarding these unfortunate incidents of year 2002, the State Government vide notification dated 6.3.2002, formed an Inquiry Commission headed by High Court Justice K.G. Shah. The State Government vide notification dated 21.5.2002 appointed retired Supreme Court Justice G.T. Nanavati as the Chairman and retired High Court Justice K. G. Shah as the Member of Nanavati Shah Commission. On 20.7.2004, history was created by including the conduct of the then Chief Minister and his Council of Ministers within the scope of the Commission’s inquiry. This unprecedented action fulfils the principle of accountability and transparency. At the end of the extensive investigation conducted by the said Inquiry Commission, the Commission, it came to the conclusion that the incident of burning a train compartment at Godhra railway station on 27.2.2002 was a premediated conspiracy. The communal riots that broke out in Gujarat after 27.2.2002 were spontaneous. The Commission in its report it has stated that no evidence has been found that the State Government, religious organization or political party played any role in these riots. Both the above reports have been tabled in the Assembly. It becomes important for this House to review the incident with this in mind, which clearly leads to the innocence of the current Hon’ble Prime Minister in the Gujarat riots of 2002. Moreover, any collusion and inaction on behalf of the Government of Gujarat has been steadfastly denied by the Hon’ble Supreme Court. In the context of these incidents in Gujarat, there has been a deliberate and malafide attempt to discredit the popularity of the then Chief Minister and the Present Prime Minister of India through a recently released B.B.C. documentary. Twenty years since the incident, the BBC seems to be playing a negative role by releasing a documentary with an agenda to taint the rising international prestige of the Hon’ble Prime Minister, his resolute leadership and to thwart his determination to make India a world leader in the social and economic spheres. This documentary holds the then Chief Minister directly responsible for these unfortunate events that took place in Gujarat, which is in stark contrast to the Nanavati Commission’s “clean chit” to the State Government over the Godhra carnage and consequent communal riots. Attempts made by some nefarious elements and NGOs who act as instruments of the foreign Governments by moving Metropolitan Court, Gujarat High Court and Supreme Court with the demand to hold the then Hon. Chief Minister, office bearers and officials accountable directly or indirectly, have been unsuccessful. This BBC documentary, with maligned intentions misrepresenting the events of 2002, is a malicious and a low-level attempt to tarnish India’s global image internationally. India is a democratic country and freedom of expression is at the core of its Constitution. But, that does not mean that any news media can act in a capricious manner by abusing such freedom. If someone behaves or acts like this, it can never be tolerated. BBC is losing its credibility and it seems to be working with some hidden agenda against India and the Indian Government. Hence, this House requests the Central Government to take strict action against the whimsical findings shown in the BBC documentary.”

“Fear and anxiety in the minds of the people travelling from Panjim to Ponda on safety of the 400 year old Ribandar causeway also known as Ponte de Linhares connecting Panjim to Old Goa via the village of Ribandar. Initially, built to carry horse-drawn carriages and has since stood the test of the time and is being used by all kinds of traffic including buses. In November 2021, half a meter section of the causeway had sunk which was later repaired. The following year in August 2022, one lane of the causeway was shut down after the base under an archway was seen to have been corroded. The Steps the Government has taken in this matter”.

“fear and anxiety in the minds of the people of Calangute, Pilerne, Saligao and Porvorim that due to the sudden outbreak of massive fire at the Berger- Becker Paint factory at Pilerne Industrial Estate at Saligao, the sudden pollution created in the form of carbon monoxide and various other harmful gases in the environment could create health issues especially to high risk people with asthma or chronic respiratory illnesses and infants. The water of the wells in the said areas has also been contaminated and not safe for drinking purposes, especially in saipem vaddo of Candolim villages. The steps the Government intends to undertake in the matter”.

Fear and apprehension in the minds of people of Vasco constituency due to dangerous intercoiling and  intertwining of data cables, cables of TV operator and old telephone cables which lead to affecting the traffic as well school going children. I urge the government to come with the comprehensive policy to stop usage of electric pole by private individual for commercial purpose.

40 Field Assistants were appointed with effect from 10/02/2016. The details are shown in Annexure ‘A’.

whether the Government has any plan to regularise these Field Assistants working on contract basis; and

The detailed list forwarded to Personnel Department in view of Circular No. 10/1/77-PER (part)/3816 dated 18/12/2017.

(c)

(a)

whether the Government has taken any steps to streamline the disbursement of the Griha Aadhar and Ladli Laxmi Schemes;

 Sir,

With regards to Griha Aadhar scheme;

1)      During the Review Meeting of all Welfare Schemes implemented by the Government of Goa, held on 20/06/2023 at 4.00 pm at the Conference Hall, Mantralaya, Hon’ble Chief Minister directed to disburse the amount to Griha Aadhar Scheme beneficiaries on 10th of every month and accordingly file had been moved to the Finance Department for approval.

 

2)   Eligibility Verification Survey of Griha Aadhar applicants and Impact Assessment Survey of Griha Aadhar beneficiaries is being conducted through all the WCD Block Offices by utilizing the services of officials of respective Block.   SMS have been sent to the applicants/beneficiaries requesting to contact the respective WCD Block Offices for survey/submission of necessary compliance.

 

3)     During the year 2021 various banks were merged with the Anchor Banks and as such the bank details of Griha Aadhar beneficiaries holding account in these banks were changed and were not updated by majority of the beneficiaries. Updated banks details of Griha Aadhar beneficiaries were sought from the Branch Managers of Anchor Banks i.e. Bank of Baroda, Punjab National Bank, Canara Bank, Indian Bank, Union Bank of India & State Bank of India and were updated in the Griha Aadhar database. On updation the payment is being successfully credited to these beneficiary’s bank accounts. The pending arrears to such cases is also being credited on verification of the bank transactions and the rejection data.

 

4)    Online status of applications under Griha Aadhar scheme is already made available on the following website; https://goaelectronics.co.in/gel/SchemeSearch.aspx

 

5)    Also, SMS have been sent to the applicants whose applications are “incomplete” to submit the required documents under the scheme. 

 

With regards to Laadli Laxmi Scheme;

1)      Proposal has been submitted to the Finance Department for one time approval to sanction monthly 500 cases amounting to Rs. 500.00 lakhs.

 

2)    Online status of applications under Laadli Laxmi scheme is already made available on the following website; https://goaelectronics.co.in/gel/SchemeSearch.aspx

 

3)    List of sanctioned Laadli Laxmi Scheme applications has been made available on the department website- https://dwcd.goa.gov.in for easy reference.

By Shri. Vishwajit Rane, Minister for Urban Development;

(a)whether the Government is aware that the rates proposed for scientific disposal of chicken waste by biotic in the Municipal Council is exorbitant;

Sir, as per the information received from Goa Waste Management Corporation (GWMC) M/s. Biotic Waste Solutions Pvt Ltd has adopted the disposal rates amounting to Rs. 18 per kg (exclusive of GST) for disposal of chicken waste wherein the collection is also carried out by M/s. Biotic Waste Solutions Pvt Ltd. It may be noted that Rs. 18 per kg (exclusive of GST) is as per the tendered rates for disposal of sanitary waste and the same rate is also adopted for disposal of chicken waste. 

The disposal charges are collected directly from the vendor and not from Municipal Council wherein an agreement is signed between M/s. Biotic Waste Solutions Pvt Ltd and the Chicken Vendor.

However, as per Mormugao Municipal Council, Council collects approximately 1500 kg per day slaughtered waste from all chicken vendors within the Council’s jurisdiction and towards the same Council charges Rs.1500/- per month to each vendors towards the collection of chicken slaughter waste.

Further, As per the Government directions it is imperative to all the chicken vendors to enter into a MOU with M/s Biotic Waste Solutions. The council is required to facilitate the same. A meeting dated 19/07/2023 was called regarding the same.

The chicken vendors were encouraged and instructed to sign the said MOU at above rates wherein the agency will collect the chicken waste at their door step.

However, the chicken vendors unanimously put forth that the aforesaid rates are too high. They wish to submit a representation to the Council and the Government regarding their aforesaid grievances.

(b)whether the Government has proposed any additional financial provision to the Municipalities for the expenditure incurred towards the disposal of chicken waste by M/S Biotic, Kundaim; and

 

In the view of reply of Mormugao Municipal Council to the point (a) above, concerned Department/ Agency may consider the request of chicken vendors and may likely to decide on making necessary provisions.

 

(c) the procedure for collection of these exorbitant fees; whether any study has been conducted or carried out to ascertain the rates by M/S Biotic?

Sir, as per the information furnished by Goa Waste Management Corporation (GWMC), The Common Biomedical Waste Treatment Facility (CBWTF) has been developed under the PPP model wherein the Goa Waste Management Corporation has provided 10,000 sq.mt. of land to concessionaire M/s Biotic Waste Solutions Pvt. Ltd. for Design, Build, Operate and Transfer a Common Biomedical Waste Treatment Facility for collection, transportation, treatment and disposal of Biomedical waste in the State of Goa for a concession period of 20 years.M/s Biotic Waste Solutions Pvt. Ltd. has done 100% investment in construction of the infrastructure.

M/s Biotic Waste Solutions Pvt. Ltd. was selected as the LowestL1 bidder out of 5 technically qualified bidders after the due tendering process vide tender ref. no. RFP No. 04/2019-20 dated 09/08/2019.

The Goa State Pollution Control Board in the 153rd Board of Directors meeting held on 11th October 2022, approved to grant permission to M/s Biotic Waste Solutions Pvt. Ltd for disposing chicken feathers/ slaughter waste in scientific manner at the Common Biomedical Waste Treatment Facility, Kundaim through incineration.
