Ministers ReplyI would like to draw the attention of the House to the rising apprehension, fear, and confusion among the people of Mulgao and Thivim regarding the approach and exit of the under-construction Assanora Bypass. The design of the new approach and exit on both sides must be thoroughly planned to eliminate accidents. We have already seen the fate of the Bicholim Bypass and the engineering challenges faced in preventing accidents at both ends.
It is the responsibility of the technical team to carefully plan the roads in consultation with the traffic and transport authorities. The Bicholim bypass was designed and constructed even before I became an MLA, and by the time I assumed office, the design had already been finalized. Therefore, I had little scope to add value at that stage. However, after the opening of the bypass, we have witnessed multiple accidents at both ends. Poor engineering has led to the loss of lives and damage to property.
I also request the Government and the Hon’ble Minister to kindly visit the Bicholim Bypass approach junction at both ends. Heavy vehicles and other vehicles, coming from the bypass towards the Walshi junction find it extremely difficult to turn at the roundabout. I urge the Government to redesign both approaches, widen the road, put caution signs, recalibrate, the slope, wherever necessary, and make this junction accident-proof on a priority basis.
Furthermore, I request the Government to urgently and carefully plan the approach from the Mulgao side and the Thivim side of the Assanora Bypass. Proper roundabouts and traffic signals must be provided at key junctions, supported by detailed data on the expected number of vehicles using this bypass.
This planning must be carried out on priority to ensure the safety of the people and to save lives.

Attention of the House is drawn among citizens regarding the menace of stray cattle across Goa, which has become a grave threat to public life and property. These cattle frequently occupy roads, particularly at night, leading to major accidents and endangering lives. Despite the government’s allocation of substantial grants amounting to ₹21,62,50,135 in the year 2024–25 to address the issue, the problem remains uncontrolled, exposing shortcomings in enforcement and management. The situation is further aggravated by the presence of stray cattle on Goa’s beaches, which not only endangers tourists but also tarnishes the image of the state as an international tourist destination. This recurring problem undermines public safety and damages Goa’s reputation as a premier travel hub. It is therefore imperative that the Government outlines categorical steps it intends to take in this matter, ensuring urgent and effective measures to restore order, safeguard residents and visitors, and protect the state’s global standing.

Goa’s small landholding paddy farmers face acute economic distress as the current central MSP for 2025-26, even with Goa’s additional Rs 2/kg reimbursement, fails to cover rising input, labor, and post-harvest costs. With average holdings under 2 hectares, farmers lack economies of scale, and production has plummeted to 1.1 lakh tonnes in 2024-25 despite stable cultivation areas, worsened by untimely rains devastating many Bicholim farmers with losses. Traditional farmers are abandoning paddy for more viable land uses amid labor shortages and saline inundation risks, threatening cultural and food security. A special support price, like the earlier, is urgently needed to revive interest in Goa’s unique paddy farming challenges

I urge the Government to treat this as an urgent matter: establish a dedicated helpline for easy reporting and impose stringent action against such offenders to restore peace and safety.

There is rising concern, fear, and disappointment among the people of Goa who are referred to GMC for surgical operations. It has been observed that surgeries are often delayed due to the unavailability of ICU beds with ventilators. Patients are frequently asked to wait for several days before undergoing surgery, citing this shortage as the reason.
This situation is causing immense distress to patients and their families, as timely medical intervention is critical for their health and recovery. I kindly request your urgent attention to this matter and appeal for immediate steps to increase the number of ICU beds equipped with ventilators at GMC. Such an initiative will not only ease the burden on patients but also strengthen the healthcare system of Goa.
