Notices served for the demolition of houses and establishments.

There is growing anxiety and fear among our people of Goa following the recent High Court directives regarding the widening of district roads, state highways, and rural roads. Many residents and business owners are in a state of panic, worried that their homes and commercial establishments may be demolished in the process, as they have received notices for the same.

I urge the Government to take proactive and compassionate measures to safeguard the interests of the affected citizens while implementing these necessary infrastructure improvements. I request that the Govt. to ensure full transparency, and consult with the public whenever needed and be considerate.  It is crucial that no arbitrary or blanket demolitions are undertaken, and that the dignity and rights of our people are respected and upheld.

The steps the Govt intends to take in this matter.

Shortage of intake seats for the electrical stream in the Industrial Training Institute.

I rise to voice the Rising frustration among students seeking admission to ITI in Goa, especially for the electrical stream at ITI Bicholim, is becoming a major concern. The number of available seats in this stream is significantly less compared to the growing demand. This situation is disheartening for students who are eager to build a career in the electrical field, given the vast scope and excellent employability prospects associated with this trade.

The electrical stream is one of the most promising in terms of skill development and job placement opportunities. Students who Pass out from this stream often find employment in various sectors, including government projects, private companies, major infrastructure developments, and self-employment avenues. The low intake capacity is thus acting as a barrier for deserving and enthusiastic candidates to access valuable vocational training.

In this context, I urge the Skill Development Department to recognise the urgent need to address this matter. I request them to provide an additional classroom for the electrical stream at ITI Bicholim and to increase the number of admissions accordingly. This step will not only fulfill the aspirations of the students but also contribute meaningfully to the skilled workforce of Goa.

Pending EV Subsidy

I rise to bring to your urgent attention the growing fear and anxiety among the people of Goa regarding the substantial pendency in the disbursal of subsidies for electric vehicle (EV) two-wheelers. Out of a total of 4,699 applications received, subsidies for nearly 2,294 applicants remain pending. The primary reason cited for this pendency is the non-submission of relevant documents.

This situation is causing much distress among genuine applicants who have made considerable investments towards adopting cleaner mobility solutions. I request the Department and the GEDC (Goa Energy Development Corporation) to ensure that all necessary documents are verified before accepting applications for the subsidy. This will prevent unnecessary pendency in the future.

In addition, I urge the department to provide an easy-to-use online portal where applicants can submit any missing documents ly. This will facilitate the immediate processing of their subsidies and bring much-needed relief to the applicants.

I request the Hon’ble Minister to give a categorical reply on this issue and also provide a roadmap outlining the steps that the Department intends to take to clear the current pendency within the next three months.

Details of the status of inquiry in the Aerial Bunch Cabling Project.

I rise to draw the urgent attention of the House to the alleged misappropriation of Rs.145 crore in the failed Aerial Bunch Cabling Project of the State Electricity Department. Concerns have been raised regarding the transparency and accountability of this significant public expenditure.

  1. I request the minister to inform this august House about the current status of the inquiry initiated into this serious allegation.
  2. I also seek details of the findings, if any, that have emerged from the inquiry so far.
  3. Further, I urge the concerned Minister to clarify when the Committee, constituted as per the Order dated 27.10.2023 to look into this matter, last met and to provide the House with details of such meetings.

Given the gravity of the matter and the magnitude of public money involved, I request that the Department respond at the earliest and place all relevant facts on record in the interest of transparency and public trust

Aadhar card name updation after marriage

I would like to bring to the attention of the House a significant issue affecting many women in Goa. The challenges involved in changing one’s name on the Aadhaar card after marriage. Despite common belief, a marriage certificate alone is often not sufficient for this update. Women are frequently required to complete additional procedures, such as publishing their name change in the official Gazette.

These requirements impose considerable financial burdens—including charges for affidavits, newspaper advertisements, and Gazette notifications—that can run into thousands of rupees. Beyond the cost, such processes lead to unnecessary delays.

This disproportionately affects women from economically weaker backgrounds and restricts their access to a smooth and affordable identity update. I therefore urge the Government of Goa to take proactive steps to streamline and simplify the Aadhaar name change process for married women

  1. the total number of vacancies created or generated in private firms across all industrial estates in Goa, disaggregated by industrial estate and sector for the financial years 2022-23, 2023-24, and 2024-25;
  2. the specific mechanisms currently put in place to ensure that private firms operating within these industrial estates, duly reports all the generated vacancies to the Department of Labour and Employment;
  3. the measures the Government undertake to monitor the recruitment process of private firms to ensure fair opportunities for Goan residents and to prevent exploitation of labour including adherence to minimum wage norms and other labour laws;
  4. the action that has been taken by the Department against private firms found to be in non-compliance with the existing regulations regarding vacancy notification and local employment mandates in the last three financial years with details of penalties imposed and the number of firms penalized; and
  5. whether there are any plans to introduce new legislation or strengthen existing frameworks to further enhance Government control and oversight over vacancy generation and recruitment practices in the private sector, particularly within industrial estates to ensure transparent and equitable employment opportunities for the local populace; if so, the details of the proposed changes and their expected timeline?

  2. the number of Employment Trade Fairs or Job Fairs that have been conducted by the Department of Labour & Employment across various talukas of Goa during the last three financial years i.e. 2022-23, 2023-24, and 2024-25 with taluka-wise details such as the number of participating companies/employers, the total number of job seekers that attended the job fairs and the number of candidates that secured employment through these fairs;
  3. the current role and mandate of the Employment Exchange in Goa in assisting unemployed youth with details of services specifically provided by the Employment Exchange to job seekers including but not limited to career counselling, skill development guidance and placement assistance;
  4. the advantages and uses of registering with the Employment Exchange for unemployed youth in Goa and whether there are any schemes, benefits or priority considerations extended to individuals that are registered with the Employment Exchange especially concerning Government job Notifications or self-employment initiatives; if so, the details thereof; and
  5. the steps the Department is taking to modernize and enhance the effectiveness of the Employment Exchange services, particularly in leveraging digital platforms for better reach and efficiency in connecting job seekers with potential employers?

  1. the total area of land under cultivation in the State that has been affected by climate change, flooding and other variables pertaining to crop damages during the past two financial years i.e. 2023-24 and 2024-25 with district-wise and crop-wise breakdown of the affected area thereof;
  2. the names of all farmers and the corresponding area of their land for which applications for crop damage compensation were submitted to the Department in the past two financial years i.e. 2023-24 and 2024-25;
  3. the total amount of compensation disbursed to farmers due to crop loss in the past two financial years i.e. 2023-24 and 2024-25 with detailed list of beneficiaries, the amount disbursed to each and the specific date/s as on which such compensation was disbursed;
  4. the details of all communications and applications received by the Department regarding crop damage from Bicholim taluka during last two financial years i.e 2023-24 and 2024-25 including the date of receipt and the current status of each application along with details of the procedure followed by the Department of Agriculture for functioning and inspecting the level of damage caused to crops along with the time taken from the date of application to the final disbursal of compensation to affected farmers; and
  5. the measures the Department has implemented or plans to implement to expedite the process of assessing crop damage and disbursing compensation, particularly in light of recurring climate-related challenges and whether the Department has explored or implemented any crop insurance schemes or alternative mechanisms to provide more resilient financial support to farmers facing crop loss due to unforeseen natural calamities; if so, the details thereof?

045 - WASTE MANAGEMENT ISSUES FACED BY LOCAL BODIES

Will the Minister for Waste Management be pleased to state:-

  1. the specific issues and challenges currently being faced by the Municipal Councils and Village Panchayats across the State in the effective collection, segregation, transportation, processing, and disposal of solid waste, including but not limited to Lack of adequate infrastructure for waste collection and transportation; Insufficient capacity for scientific processing and treatment of different types of waste (biodegradable, non-biodegradable, plastic, e-waste, hazardous waste, and biomedical waste; Difficulties in identifying suitable land for setting up or expanding waste management facilities, including landfills and processing plants, particularly in light of space constraints and environmental sensitivities in the state, Challenges in ensuring effective source segregation of waste by households, commercial establishments, and tourist accommodations, Shortage of trained manpower and technical expertise within local bodies for waste management operations, issues related to the timely provision of equipment and machinery for waste handling and processing to local bodies, the prevalence of illegal dumping and \"black spots\" despite existing regulations and penalties and Financial constraints faced by local bodies in implementing comprehensive waste management systems?

(b) the  concrete actions and initiatives  the Department of Waste Management has taken  in coordination with the Goa Waste Management Corporation (GWMC) and other relevant agencies, proposed or undertaken to resolve these identified issues and strengthen the waste management capabilities of local bodies across Goa;

(c) the  measures that are being implemented to Enhance the infrastructure for door-to-door waste collection and material recovery facilities (MRFs) at the local level;  Increase the scientific processing capacity for both biodegradable and non-biodegradable waste, including the adoption of modern waste-to-energy technologies or composting methods;  to address the challenge of land availability for waste management facilities, including any plans for cluster-based approaches or regional facilities; to strengthen public awareness campaigns and enforcement mechanisms to promote source segregation and deter illegal dumping; to provide technical training and capacity building to personnel involved in waste management at the local body level;  and to  ensure the timely provision and maintenance of essential equipment and machinery for waste management operations to local bodies; and 

(d)  the timeline required for the implementation of these proposed actions with  specific targets has the Government has set for improving the overall waste management scenario in the State, particularly at the local body level, in the next two to five years?
