“This House unanimously resolves that the Government makes it compulsory for every Municipal Council/Corporation to earmark a specific area for burial without any bias of caste or gender. Separate burial sites as per density of population of minority communities to be notified and earmarked”.

Apprehension in the minds of mine truck owners

Fear and Apprehension in the minds of truck owners who have owned the vehicles for the past 15 years and above, it is brought to notice by the truck owners that since the mining operations stopped completely on the 12th of September 2012, these trucks they owned were rendered non-operational, they have parked and held the vehicles with them all this while in anticipation of restarting of mining operations to their dismay, till a few months from now, but recently Green tax approximating to Rs:18400 are levied on the trucks, and also a penalty of Rs:50 per day from the day of expiry of Fitness of the vehicle, they are burden and taxed to a great extent, The truck owners are facing grievous concern getting their trucks to run again and feed their family members, it\'s a courteous request to the Govt. not to impose the Green-tax and Fitness Penalty on humanitarian grounds, it is also their request not to impose the green tax for the next 5 years.

(a) the detailed list of stone crushing quarries functioning in Bicholim Constituency with survey number, name and address of these quarries;
(b) furnish list according to nature of ownership along with details of the leased quarries, if any, the tenure permitted to operate such leased premises;
(c) the Departments involved in providing NOC’s/Permissions/Licenses required for starting/operating such stone crushing quarries along with copy of permissions granted through the Department;
(d) the details of survey conducted by the Department along with date, time, officer/s involved in conducting survey of all the stone quarries in Bicholim; the findings of the survey of each such stone quarry along with details of last updated compliances towards NOC and Licenses; and
(e) whether during the survey any illegal quarry operations were observed; if so,  the survey number with location of quarry and other details thereof; and if not, the action the Government has initiated/proposed to initiate against such illegal quarry owners operating in Bicholim?

(a) the details of the estimated cost for the construction of modern Fire Station at Bicholim whose foundation stone was laid at the hands of the then Chief Minister Shri Manohar Parrikar on 16th January, 2019;
(b) the percentage of work completed as on date;
(c) the actual date of issue of work order;
(d) the date of commencement and completion of the said project as per work order issued along with reasons for delay to commence/complete this project; and
(e) whether the present work carried out is as per the terms and conditions of work order issued; if so, furnish copy of the work order with name of the contractor and the completion dead-line mentioned; and the action the Government has initiated/proposed to initiate on the defaulting contractor?

(a) whether the Government is aware of the rising demand for water due to the rising number of residential/commercial complexes in Bicholim Constituency;
(b) whether the Government has conducted any Population Census in the past two years; if so, the details thereof; if not, the time-frame for conducting the census; furnish the communication details referred to the Department of Planning and Statistics, if any; if not the time-frame by which the requisition will be sent;
(c) whether the Government has conducted the surveys of such new colonies/complexes; if so, the details thereof;
(d) whether the Government is serious in providing water to such colonies and replace the existing old pipelines to provide uninterrupted water supply to the public; and
(e) the action taken by the Government to tackle the growing water demand in Bicholim Constituency with details thereof?

(a) whether the Government is aware of the rising demand for water due to the rising number of residential/commercial complexes in Bicholim Constituency;

Sir, Yes.

(b) whether the Government has conducted any Population Census in the past two years; if so, the details thereof; if not, the time-frame for conducting the census; furnish the communication details referred to the Department of Planning and Statistics, if any; if not the time-frame by which the requisition will be sent;

No. Census is under the perview of central government. However the present water demand is calculated by decadal method as per CPHEEO guidelines based on 2011 census data with exponential increase as on 2023.

(c) whether the Government has conducted the surveys of such new colonies/complexes; if so, the details thereof;

No.However Water Availability Certificate for domestic and other purposes is obtained from the Department by the Developer at the commencement of the project so that no further permission/approval would be required at a later date for release of water connection for such projects. This would also ensure a proper plan for providing water supply to the proposed project(s) and to take up necessary measures by the Department to cater to the additional water demand likely to arrive in future.

(d) whether the Government is serious in providing water to such colonies and replace the existing old pipelines to provide uninterrupted water supply to the public; and

(e) the action taken by the Government to tackle the growing water demand in Bicholim Constituency with details thereof?

Eleven works amounting to Rs 96.88 crore have been taken up in Bicholim Constituency for new Water Treatment Plant and upgradation of network (details of works are enclosed in Annexure I).Once these works are completed there will be sufficient water to cater to demand of Bicholim Constituency.
