“This House strongly recommends the Government to immediately set up a High-Level Inquiry Commission under Retired High Court Judge with Experts from various fields as its members to investigate the cause of Fire Incidents in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas. "The High-Level Commission should be given the mandate to investigate the "Conspiracy Angle" as well as conduct a "Scientific Study" to find the cause of the devastating Fires in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas.”

Stop the unjust customs

“This House strongly recommends the Government to take immediate steps to stop the unjust customs of widow discrimination, widow abuse and widow isolation in the State. A few Village Panchayats in Goa have taken resolutions against such outdated and inhuman customs and that widows be treated on par with married women. The steps the Government intends to take in co-ordination with Directorate of Panchayats, Municipal Administration, Goa State Women’s Commission and Goa Human Rights Commission to convene Gram Sabhas of Village Panchayats, organize awareness meetings in every city and meetings of various NGOs to express solidarity with widows and to boost their confidence against such obsolete and archaic practices prevailing in the community and recommends Government to contemplate bringing a law to stop such unjust practices.”

The Chieftains of Cuncolim

This House unanimously and strongly recommends that the contents on "The Chieftains of Cuncolim” be introduced at the appropriate stage in the school and college curriculum consequent on the decision of the Government of Goa to celebrate 15th July 1583 (Cuncolim Revolt) as the National War Memorial Day. The  Gaonkar's of Cuncolim stood up to the colonial powers boycotting the colonial  decrees and registered their protests by not paying any revenue to the Government centuries before similar protests and boycotts got popularized as the “non- cooperation movement”. These deeds of courage, valiant struggle and sacrifices of Goan's and specially the people of Cuncolim should be learnt and taught as part of Goa’s political struggle against colonial powers strictly as historical facts without fanning xenophobia of any kind.

Irregular, low-pressure Water Supply

“Attention of the House is drawn as regards the large areas, especially in Salcete, Bardez, Mormugao and Ponda talukas which are facing irregular, low-pressure and tanker-dependent supply despite repeated assurances of ‘24x7 water’, the households, hospitals, schools and small businesses are being forced to plan their lives around unpredictable water cuts, and  therefore urge the Government to place before this House a clear, time-bound plan to stabilise sources, reduce leakages, end tanker dependence and ensure equitable daily supply to every village and ward.”

Hike the power tariff in the State

The attention of the House is drawn as regards the apprehension of the people as regards the proposal of the Power Department to hike the power tariff in the State, thereby putting a burden on the domestic consumers who is already reeling overburdened due to rising prices and increasing cost of living. Further, the department intends to introduce Smart Meters forcing every consumer to pay without reason, The Government should re-examine both the issues as the government can meet the revenue deficits through alternative means and the Smart Meter installation charge is avoidable and unnecessary. The steps Government will take in this matter

Reservation for OBC students in Post‑Graduate medical seats

Attention of the House is drawn to the fact that despite the categorical assurance given on the floor of this House on 4th August 2025, that notification regarding reservation for OBC students in Post‑Graduate medical seats in Goa Medical College and Dental College, as per the 100‑point roster, would be issued within a week the notification has not yet been issued.

It is further noted that the rules governing 100% roster‑based reservation for OBC, ST, and SC categories in Goa Medical College and Dental College remain pending. For the last six years, successive assurances have been extended to the community, but the Government has consistently turned a Nelson’s Eye to the matter.

In view of the upcoming PG NEET Medical Registration scheduled for the first week of April 2026, the House seeks clarity on the concrete steps the Government proposes to take to ensure that the notification is issued without further delay.

Long pending issue of Compassionate appointments

This is to draw the attention of the House to the long pending issue of Compassionate appointments under the state government. Appointment in harness scheme is to provide jobs to dependents of government employees who die or are incapacitated while in service. This scheme aims to offer immediate financial relief to the bereaved family. It is learnt that over 700 cases are pending of compassionate appointments for over 5 to 7 years. Steps the government proposes to take to alleviate the financial distress of these families and the timelines to this effect.

LPG supply to hotels/restaurants

Fear and anxiety amongst hoteliers, owners of restaurants, eateries, canteens and catering establishments due to the Order dtd. 5th March, 2026 issued by the Ministry of Petroleum and Natural Gas under the provisions of the Essential Commodities Act, 1955 and the Petroleum Products (Maintenance of Production, Storage and Supply) Order, 1999 directing oil refining companies and Public Sector Oil Marketing Companies to supply LPG solely for domestic consumers.

The reasons behind the order and the directions are understandable as the households would need uninterrupted supplies of domestic LPG. However, such an order and direction would completely paralyse the hotels, restaurants, small eateries, canteens and caterers as all these establishments depend on LPG as a primary fuel. In Goa, such steps will crush the hospitality industry and also the tourism industry affecting employment, lives and livelihoods of thousands of persons and families. The effect of restricting LPG exclusively to the domestic consumers will have a pernicious effect on the entire economy of Goa.

It is therefore submitted that the Government of Goa opens a dialogue with the Ministry of Petroleum on TOP URGENT BASIS to work out a solution wherein priority in supply of LPG is provided to the domestic consumers and regulated LPG supply for the purpose of cooking is kept open for the hotels, restaurants, small eateries, caterers and canteens. The government may call for an immediate meeting of affected stakeholders and their associations to scout and work out solutions.

Noise pollution in Assagao and coastal belt

Fear and anxiety due to noise pollution in coastal belt and particularly in  Assagao by one KIKIs Bar and Restaurant playing music late nights spilling into early morning  beyond permissible decibels. Noise pollution in this area and coastal belt impacts the studies of students, health of senior citizens and also impacts on autistic children who suffers from sleep disturbances and convulsions due to the loud noise.  The people are frustrated by filing complaints after complaints every day. This is open defiance to the directives of the High Court and the regulations of the GSPCB.No location should be a 24x7 entertainment zone. There is the right of peaceful living. The threat eminates in Baga- Calangute- Candolim belt; Anjuna-Vagator-Ozran belt; Morjim- Ashvem-Mandrem and Agonda-Palolem belts.The Hon. Minister may issue strict instructions to the police for enforcement and go for enhanced punitive action.

Fish meal Pollution, Hazardous waste and encroachment in Cuncolim Industrial Estate

The attention of the House is drawn to the issue of grave and escalating civic and environmental crisis due to the pollution in Cuncolim Industrial Estate and its surrounding areas because of untreated water released by fish meal plants in open areas. The Effluent Treatment Plants (ETP) of the fish meal units are not in working conditions resulting in untreated discharge posing threats to health and contamination of sources of water. There is fear and anxiety due to  approvals to additional fish meal plants outside the industrial area.

Further, heaps of hazardous waste dumped at different locations in the industrial estate and vicinity poses risks to life, safety and security, more particularly during monsoon as the hazardous materials contaminate nearby streams and water bodies. It was assured in the House that the hazardous waste would be removed by September 2025 but no action is action.

Also, there is fear and anxiety due to one M/s Shirdi Steel Re-Rollers Private Limited Company encroaching land of Sociedade in Cuncolim for its extension and despite Civil Suit is pending before court in regard to ‘lease and default of payment’, the said company is carrying out work illegally.

The steps the Government intends to take in all these matters.

001A - TAXI DRIVERS

*WILL the Minister for Transport be pleased to state:

a) whether the Government is aware about  the genuine  problems faced by the traditional Taxi Operators of Goa; if so,  the measures in mind to mitigate their problems; the progress made as on date in the matter of Notification of the Government, dated 20/05/2025 publishing Goa Transport Aggregator Guidelines,2025; 
b) furnish copies of the suggestions received by the Government  from various persons in this connection; furnish details in what manner these guidelines will help the Government to solve the problems of the Taxi Operators; whether the Government has changed its mind  after going through the various suggestions  received from the public, furnish details such as the name, address, vehicle Nos., No. of Taxis owned/possessed by  person/s having the registration with the Department/Government for    App-based Taxi Operations, as on date;
c) whether the Government will come up with a fresh policy by withdrawing the last Notification dated 20/05/2025, if so, furnish details of fresh policy and whether it is drafted; 
d) whether the ‘Bharat taxi’ app will be introduced in Goa and whether such communication has been done by the Centre; if so, furnish details of the communication; and
e) whether any cab aggregators are banned in Goa, if so, furnish names of these aggregators and whether there are incidents wherein such aggregators are illegally operating in Goa, furnish details thereof?

002A - RISING DEBT AND FUTURE REPAYMENT BURDEN OF THE STATE

*Will the Minister for Finance be pleased to state:

  1. the total outstanding debt and liabilities of the State as on date, including internal debt, State Development Loans (SDLs), guarantees and off budget liabilities along with year-wise growth of such liabilities for the last ten years, interest rates applicable, maturity profile, and department-wise break-up of guarantees and off-budget borrowings;
  2. the year-wise details of principal and interest repayments due from 2026–27 onwards, particularly over the next five financial years, indicating repayments towards government securities, SDLs, loans from financial institutions and other internal debt and the proportion of revenue receipts expected to be consumed by debt servicing in each year;
  3. whether the Comptroller and Auditor General (CAG) has flagged fiscal vulnerability and breach of debt-to-GSDP targets, including repeated breach of the 25% benchmark; if so, the specific corrective measures taken, targets fixed, timelines prescribed and outcomes achieved as on date along with copies of action taken notes or reports or any analysis prepared based on the CAG findings;
  4. whether the Government has been rolling over old debt through fresh borrowings, refinancing or re-issuance of securities;  if so, the quantum of debt refinanced year-wise, the authority or mechanism that decided such refinancing, whether refinancing was limited only to maturing debt or also included other debt, with details of the last 5 years; the criteria used for such selection, the average interest rate of the outstanding debt, the reasons for continued reliance on fresh borrowings despite warnings from RBI and CAG and whether any alternative debt-reduction strategy was examined; and 
  5. the specific, written plan of the Government to manage future debt repayments, ensure fiscal stability and prevent further burden on public finances including measures for expenditure rationalisation, revenue augmentation, reduction of committed expenditure and limits on fresh borrowings, along with copies of any debt management strategy, medium-term fiscal plan, or internal notes prepared in this regard?

  1. whether it is a fact that a stadium at Loutolim in Survey No 323/1-f(Part), 323 /1-D was constructed on a No-Development slope without any permission from the Village Panchayat or competent planning authority;
  2. whether the Government is aware that the said structure was inaugurated by the Hon’ble Chief Minister despite the absence of statutory approvals; if so, whether any inquiry was conducted into this violation;
  3. whether the project was subsequently brought under the Industrial Promotion Board (IPB) route on a retrospective basis, and the reasons for extending IPB approval to an already illegal construction;
  4. whether the Government accepts that IPB is meant for prospective industrial promotion and not for legitimising illegal constructions; if not, the legal basis relied upon for such conversion; and
  5. whether similar illegal constructions have been regularised through the IPB route; if so, the details of such cases during the last five years?

016B - IRREGULARITIES AND WEAK RECOVERY IN ECONOMIC DEVELOPMENT CORPORATION (EDC)

*Will the Minister for Finance be pleased to state:

  1. whether the Government has taken note of the CAG findings on EDC highlighting weak loan appraisal, inadequate security, and loans sanctioned without clear and encumbrance-free titles;
  2. the details of One Time Settlement (OTS) cases during the last three years where conditions of the scheme were relaxed, resulting in higher principal waivers and the reasons for allowing such deviations;
  3. the names and details of persons, companies or firms that benefited during the last three years due to such lapses by EDC including amounts waived or written off in each case;
  4. the reason the effective recovery action was not taken in defaulted and written-off loan cases including cases where favourable Court verdicts were available or where Court cases were not filed at all; and
  5. the reason the EDC retained profits of about Rs.250 crore during the audit period without a clear business plan and whether a vision-mission document and long-term strategy have now been prepared to fulfil its mandate of lending to MSMEs?
