“This House resolves that the Government makes provision for constructing Western Bypass on Stilts at Benaulim on the basis of the facts that on 5th July 2022 and 5th July 2023, the entire catchment area at Benaulim and the carrying capacity of River Sal were overflowing at High Tide and with heavy rains at the same time, which proved that the Study Report provided by the WRD wrongly produced Rational Formula and Ryve's formula which showed wrongly derived Peak Flood Discharge and Discharge capacity of the River Sal."

Hike the power tariff in the State

The attention of the House is drawn as regards the apprehension of the people as regards the proposal of the Power Department to hike the power tariff in the State, thereby putting a burden on the domestic consumers who is already reeling overburdened due to rising prices and increasing cost of living. Further, the department intends to introduce Smart Meters forcing every consumer to pay without reason, The Government should re-examine both the issues as the government can meet the revenue deficits through alternative means and the Smart Meter installation charge is avoidable and unnecessary. The steps Government will take in this matter

Unchecked influx of gig economy workers

“Attention of the House is drawn as regards to the unchecked influx of gig economy workers employed by platforms such as Zomato, Swiggy and Blinkit, who are reportedly bringing in over 8,000 delivery agents from outside the State, along with their own vehicles bearing registration plates from other States. The steps the Government has taken to protect local employment, enforce transport and labour regulations and ensure that these platforms operate within a framework that prioritises Goa’s economic and social interests.”

Urgent Need to Address Stray Dog Attacks on Tourists at Cavelossim Beach

In view of the fear and anxiety prevailing among residents, beach visitors and the tourism fraternity following the shocking mauling of a British tourist by a pack of stray dogs during an early morning walk on Cavelossim beach in Salcete Taluka, I draw the urgent attention of the Government to the serious threat posed by packs of stray dogs roaming freely along several beaches in Salcete.

This incident is not isolated. Similar attacks have been reported in recent months in which even children and senior citizens visiting the beaches have been mauled and injured. Such incidents seriously endanger human life and damage the reputation of Goa as a safe tourism destination.

I therefore urge the Government to immediately conduct a special drive to round up all stray dogs from the Cavelossim–Mobor beach stretch and other vulnerable beaches in Salcete and shift them to recognised shelters. I also seek a clear assurance from the Hon’ble Minister for Animal Husbandry, the Hon’ble Minister for Tourism and the Hon’ble Chief Minister that coordinated action will be taken immediately to remove these stray dogs and ensure the safety of residents and tourists.

002A - RISING DEBT AND FUTURE REPAYMENT BURDEN OF THE STATE

*Will the Minister for Finance be pleased to state:

  1. the total outstanding debt and liabilities of the State as on date, including internal debt, State Development Loans (SDLs), guarantees and off budget liabilities along with year-wise growth of such liabilities for the last ten years, interest rates applicable, maturity profile, and department-wise break-up of guarantees and off-budget borrowings;
  2. the year-wise details of principal and interest repayments due from 2026–27 onwards, particularly over the next five financial years, indicating repayments towards government securities, SDLs, loans from financial institutions and other internal debt and the proportion of revenue receipts expected to be consumed by debt servicing in each year;
  3. whether the Comptroller and Auditor General (CAG) has flagged fiscal vulnerability and breach of debt-to-GSDP targets, including repeated breach of the 25% benchmark; if so, the specific corrective measures taken, targets fixed, timelines prescribed and outcomes achieved as on date along with copies of action taken notes or reports or any analysis prepared based on the CAG findings;
  4. whether the Government has been rolling over old debt through fresh borrowings, refinancing or re-issuance of securities;  if so, the quantum of debt refinanced year-wise, the authority or mechanism that decided such refinancing, whether refinancing was limited only to maturing debt or also included other debt, with details of the last 5 years; the criteria used for such selection, the average interest rate of the outstanding debt, the reasons for continued reliance on fresh borrowings despite warnings from RBI and CAG and whether any alternative debt-reduction strategy was examined; and 
  5. the specific, written plan of the Government to manage future debt repayments, ensure fiscal stability and prevent further burden on public finances including measures for expenditure rationalisation, revenue augmentation, reduction of committed expenditure and limits on fresh borrowings, along with copies of any debt management strategy, medium-term fiscal plan, or internal notes prepared in this regard?

  1. the total outstanding debt of the State as on date after incorporating all audit adjustments pointed out by the Comptroller and Auditor General of India, including off-budget borrowings routed through State Public Sector Undertakings, Special Purpose Vehicles and other Corporations;
  2. the year-wise quantum of off-budget borrowings outstanding as on date, including borrowings undertaken through Goa State Infrastructure Development Corporation Limited and Sewerage and Infrastructure Development Corporation of Goa Limited, indicating the principal and interest servicing arrangements in each case and the reason the said borrowings were not explicitly reflected in the headline debt figures placed before this House earlier;
  3. the statutory target for the total outstanding debt to GSDP ratio prescribed under the Goa Fiscal Responsibility and Budget Management Act and the actual debt to GSDP ratio achieved by the State for each financial year from 2019-20 onwards along with the reasons for the repeated breach of the statutory debt ceiling as recorded by the Comptroller and Auditor General of India;
  4. the year-wise proportion of revenue expenditure and committed expenditure, including salaries, pensions and interest payments, expressed as a percentage of total revenue receipts for the last five financial years; and
  5. whether the Government agrees that high committed expenditure limits fiscal flexibility and constrains development spending despite borrowings being shown as capital expenditure; if so, the specific measures proposed or undertaken to reduce the long-term burden of committed expenditure and improve debt sustainability?

  2. whether the State Government has analysed the socio-economic profile of such persons, including age group, gender, educational qualification, occupation and community; if so, the details thereof;
  3. the country-wise details of persons from Goa that have renounced Indian citizenship and acquired citizenship of another country during the last five years, indicating separately the number of males and females in each category;
  4. whether the Government agrees that the said trend reflects factors such as employment and livelihood distress, lack of adequate higher education and professional opportunities or better prospects outside the State;  if so, whether the State Government has made any representation to the Government of India seeking policy interventions such as dual citizenship or a special legal framework or exception for Goa in view of its unique historical and socio-economic circumstances; and
  5. whether the Government has examined the impact of the absence of dual citizenship on remittances, property transactions, investments and economic engagement by Non-Resident Goans; and if so, the findings thereof?

a) the village-wise details of all Construction Licenses issued in all villages from 01/01/2022 till date in tabular format, including name of applicant, survey number, village panchayat, total plot area in sqm, built-up area, FAR approved (%), date of application, and date of approval;
b) furnish scan copy of all the plans and construction licenses granted in the last year (From January 2025 till date) for development projects/construction projects in the village panchayats of Tiswadi, Bardez and Salcete Talukas;
c) in connection to Circular No.8/lll/DP/SC/C.A. no.14604 of 2024 & C.A.no. 14605 of 2024/2025/3241 furnish list of all notices issued by relevant Panchayats requiring parties granted construction license to display plan on site ;
d) the details of all cases since 01/01/2025 where site inspection has been ordered pre-completion by panchayats, mention whether the construction was found to be in accordance with plans or in deviation as stipulated in the circular in clause (c); and
e) the village-wise details of all constructions permitted in (a) which are found to be in violation of the circular identified in (c), else the action taken by BDO / Directorate against Panchayats not strictly enforcing the provisions of the circular?

a) whether the Department is aware that no commercial construction or trade license can be issued for 18K properties in the State of Goa; 
b) if so, the reasons for issuing a trade license for Survey No. 122/22 at Fatrade in Varca Village;
c) whether a construction license was issued for the above-mentioned Survey No. 122/22; if so, the details of the construction license and occupancy certificate;
d) Provide copies of all trade licenses issued and taxes paid to the Varca Panchayat for Survey No. 122/22 at Fatrade in Varca Village over the last five years till date, including the names of the Panchayat Secretary and Sarpanch at the time each license was issued; and
e) Whether the Panchayat apply different rules for Panchayat members and the general public when issuing trade licenses; if not, the reasons why an elected Panchayat member is currently permitted to conduct business on an 18K property at Fatrade in Varca Village under Survey No. 122/22?

Answer:- No. The Panchayat issued trade licence during the 2016-2017 tenure and the Panchayat was not previously aware of the status regarding 18k property and matter will be placed in the upcoming Panchayat body meeting for decision of the Panchayat members regarding the same.
