“This House strongly recommends the Government to approach the appropriate agency of the Central Government with a specific proposal for a one time special grant of about 5000 crores for the systematic revival, protection, promotion of Khazan lands in eight talukas, being age old agro ecological and agro-economic systems, which will help in creating self-sustainability of the State and will take care of unemployment issue and generate robust revenue in the State, since, a huge part of the State’s 18000 hectares ancient Khazan lands remain neglected mostly due to paucity of finances and to improve supportive infrastructure such as outer and inner embankments, sluice gates, creeks and backwaters, access roads, culverts, bridges, soil remediation, revival of plantation and irrigation. “

Attention of the House is drawn to anxiety prevalent among Goan industrialists following the recent decision by the United States to impose an additional 25% tariff on goods imported from India, taking the total tariff to 50% on certain products. The move is likely to make Indian, particularly Goan exports significantly costlier in the US market, severely affecting competitiveness and profitability. Export-oriented industries fear loss of orders, decline in revenue, and potential job losses as a result. The steps the Government intends to take in this matter.

Fear and anxiety in the minds of devotees and residents of Talaulim and Goa Velha over the absence of official recognition to the traditional Tovxyache Fest or Festival of Cucumbers celebrated annually at St. Anne Church, Talaulim.

Whereas the festival attracts thousands of pilgrims and visitors every year and represents a unique blend of agrarian traditions, devotional practices and cultural heritage associated with the historic St. Anne Church; and whereas despite its popularity and long-standing tradition the festival has not yet been granted official recognition through a Government Gazette notification as a State cultural festival.

Therefore, the attention of the Government is called to the matter and the Government may state whether steps will be taken to grant official recognition and support to the Tovxyache Fest as a State festival.

Attention of the House is drawn to the fact that the Big B Casino has been sealed by the Government. It has come to light that the said casino has defaulted on payments to several local and tribal vendors, particularly M/s Gokuldas Kunkalkar Vegetables & Fruits, whose dues amount to ₹13,57,410/-. Apart from this, payments to other local businesses are also pending which amount to a total of 1.5 Crores. Furthermore, the salaries, PF contributions, and other settlements of more than 200 staff members remain unpaid. The steps the Government intends to take in this regard.

ZERO HOUR MENTION 09/06/2026

I wish to draw attention of this House a disturbing incident that recently occurred in Karapur in Bicholim, where a leopard reportedly came onto the road and caused an accident involving two persons travelling on a scooter. The victims sustained injuries and the incident has created fear and anxiety among residents of the surrounding villages.

This incident highlights a growing and serious concern regarding the increasing movement of wildlife, particularly leopards, into human settlements in several parts of Goa. Such encounters are becoming more frequent in villages located near forested areas.

There is a strong apprehension among local residents that large-scale construction activities, infrastructure projects, road widening works, and other development projects taking place in and around forested belts are disturbing natural habitats and wildlife corridors. As a result, animals are increasingly being forced to move into settlement areas in search of food and shelter, creating dangerous situations for both people and wildlife.

Therefore, I urge the Government to investigate the incident, assess the impact of ongoing projects on wildlife corridors, and take necessary measures to prevent such human–wildlife conflicts and ensure the safety of both residents and wildlife.

I would like to draw the attention of the House to the delay in the commencement of the new block at the Institute of Psychiatry and Human Behaviour (IPHB), Bambolim. 

IPHB is the only specialized institution providing mental healthcare services in Goa and caters to a large number of patients from across the State. The construction of the new block was undertaken to expand facilities, increase bed capacity, and improve treatment and counselling services.

However, despite the infrastructure being developed, the commencement of services in the new block has been delayed, resulting in continued pressure on the existing facilities and inconvenience to patients and their families.

I urge the Government to clarify the reasons for the delay and provide a definite timeline for making the new IPHB block operational at the earliest in the interest of strengthening mental healthcare services in Goa.

I wish to highlight the growing fear and anxiety among the residents of Juvem Nadora due to the slow progress of the new bridge. Sir, it is alarming that even the designing has not started as CRZ and Pollution Control Board NOCs are still pending.
People depend on the existing bridge daily for emergencies, school and work, and its condition is a serious risk, especially during monsoon. This delay is putting lives in danger.
Through you, Sir, I urge the Government to fast-track all clearances, start the design immediately, and give a clear timeline for construction.

002A - RISING DEBT AND FUTURE REPAYMENT BURDEN OF THE STATE

*Will the Minister for Finance be pleased to state:

  1. the total outstanding debt and liabilities of the State as on date, including internal debt, State Development Loans (SDLs), guarantees and off budget liabilities along with year-wise growth of such liabilities for the last ten years, interest rates applicable, maturity profile, and department-wise break-up of guarantees and off-budget borrowings;
  2. the year-wise details of principal and interest repayments due from 2026–27 onwards, particularly over the next five financial years, indicating repayments towards government securities, SDLs, loans from financial institutions and other internal debt and the proportion of revenue receipts expected to be consumed by debt servicing in each year;
  3. whether the Comptroller and Auditor General (CAG) has flagged fiscal vulnerability and breach of debt-to-GSDP targets, including repeated breach of the 25% benchmark; if so, the specific corrective measures taken, targets fixed, timelines prescribed and outcomes achieved as on date along with copies of action taken notes or reports or any analysis prepared based on the CAG findings;
  4. whether the Government has been rolling over old debt through fresh borrowings, refinancing or re-issuance of securities;  if so, the quantum of debt refinanced year-wise, the authority or mechanism that decided such refinancing, whether refinancing was limited only to maturing debt or also included other debt, with details of the last 5 years; the criteria used for such selection, the average interest rate of the outstanding debt, the reasons for continued reliance on fresh borrowings despite warnings from RBI and CAG and whether any alternative debt-reduction strategy was examined; and 
  5. the specific, written plan of the Government to manage future debt repayments, ensure fiscal stability and prevent further burden on public finances including measures for expenditure rationalisation, revenue augmentation, reduction of committed expenditure and limits on fresh borrowings, along with copies of any debt management strategy, medium-term fiscal plan, or internal notes prepared in this regard?

  1.  whether the Traffic Police and concerned Departments have identified the primary causes of traffic congestion in Panjim including casino-related traffic, tourist inflow, roadside parking, encroachments, narrow roads and infrastructure constraints, wrong side entry, etc.; if so, the details of such identified causes along with supporting reports or studies;
  2.  the details of the action taken to reduce traffic congestion in Panjim, including traffic diversions, one-way systems, traffic signal optimization, enforcement drives, towing operations, road engineering improvement suggestion to concerned Department and manpower deployment along with the impact assessment of these measures;
  3. whether any specific traffic management plan has been formulated for managing casino-related traffic including movement of casino buses, private vehicles, ferry-linked transport and peak-hour congestion; if so, the details of the plan, enforcement measures and coordination with casino operators;
  4. the details of illegal parking violations recorded in Panjim during the last three years, including number of challans issued for illegal parking, fines collected, vehicles towed, repeat offenders and action taken against habitual violators along with the locations identified as chronic illegal parking zones; and
  5. whether the Government has prepared a comprehensive Parking Management Plan for Panjim City including creation of new parking infrastructure, multi-level parking, smart parking systems, park-and-ride facilities, pedestrianization proposals and strict enforcement zones; if so, the details of the plan, timeline for implementation and action taken to eliminate illegal parking and traffic bottlenecks?

006B - FIRE AND EMERGENCY PREPAREDNESS IN OFFSHORE CASINOS

*WILL the Minister for Home be pleased to state:

  1. whether the Government has assessed the risks of fire, evacuation failure and emergency response challenges at floating offshore casinos particularly in light of the Birch fire incident that claimed 25 lives due to violations of fire safety norms and limited emergency access and if so, the details of such risk assessment;
  2. whether the Department is aware that offshore casinos operate in water-surrounded locations with restricted access for fire tenders, ambulances and emergency rescue services, and the specific measures taken to ensure rapid evacuation, fire suppression, and medical response in case of fire or disaster;
  3. whether any special inspections, fire safety audits, disaster preparedness checks or emergency response drills have been conducted at offshore casinos in the last five years; if so, the details of such inspections, including dates, findings, violations detected, corrective directions issued, compliance status and copies of inspection reports and details of fire safety equipment, emergency arrangements that are made present in all the offshore casino vessels, with vessel-wise breakup;
  4. the names and designations of officers and officials from the Home Department, Fire & Emergency Services, River Navigation Department and other agencies that conducted these inspections along with the accountability framework for enforcement of safety and fire norms; and
  5. whether the Government has introduced or plans to introduce any policy framework, upgrade mandatory safety norms, enhanced fire prevention standards, evacuation protocols, or stricter licensing conditions requiring floating offshore casinos to upgrade fire safety systems, emergency exits, fire fighting equipment, crew training, and disaster preparedness; and if so, the details thereof with timeline and enforcement mechanisms?

WILL the Minister for Panchayati Raj be pleased to state:

a) The present status of the proposal to construct dedicated Zilla Panchayat buildings in North Goa and South Goa, including land identification, approvals obtained, DPR preparation, estimated project cost, funds sanctioned, stage of implementation, and furnish copies of all relevant files, file notings, approvals, and inter-departmental communications pertaining to the said proposal;
b) furnish copies of the District Development Plans (DDPs) prepared under Section 239(7) of the Goa Panchayat Raj Act for North Goa and South Goa Districts, including the most recent approved versions;
c) furnish copies of agendas, annexures, resolutions, and minutes of meetings of the Zilla Panchayats of North Goa and South Goa held during the last three years, along with attendance records and key decisions taken;
d) furnish copies of meeting notices, agendas, annexures, and minutes of the District Development Committees (DDCs) of North Goa and South Goa Districts for the last three years, including details of recommendations made and their implementation status; and
e) the year-wise and month-wise details of funds allocated to Zilla Panchayats in North Goa and South Goa Districts, including scheme-wise allocation, funds released, funds utilized till date, unutilized balance, pending liabilities, and reasons for under-utilization, if any?
 

Answer:

Reply: Sir, the  North  Goa Zilla Panchayat and South  Goa Zilla Panchayat is in the process of still identifying land to build the Zilla Panchayat buildings.

Reply: The North Goa Zilla Panchayat has not yet prepared its District Development Plan. The South Goa Zilla Panchayat has prepared its District Development Plan for the year 2024-25 and the same is placed at Annexure “A”.


c) furnish copies of agendas, annexures, resolutions, and minutes of meetings of the Zilla Panchayats of North Goa and South Goa held during the last three years, along with attendance records and key decisions taken;
