001A - STATUS OF THE PROPOSED CONSTRUCTION OF JETTIES IN CURCHOREM CONSTITUENCY

*Will the Minister for Environment and Climate Change be pleased to state: 

  1. whether the Department is aware of the proposed construction of jetties, platforms and strengthening of bunds at survey numbers 29/0, 30/1, 34(P), 35(P), 36/0, 37/0, 41/1, 41/4, 41/9, 41/24, and 5/3 in villages of Odar and Xelvona in Curchorem Constituency by M/s. Dinar Tarcar Resources (India) Pvt. Ltd; if so, the details of the application, CRZ recommendations and minutes of meetings;
  2. whether the Department or GCZMA has conducted or reviewed any Environmental Impact Assessment (EIA) for the construction of the proposed jetties at Xelvona and Odar and whether the proposed sites fall in or near ecologically sensitive areas, forest zones or habitats of endangered species; if so, the details of the findings thereof; and
  3. whether the Department is aware of the objections passed in the Gram Sabha meeting of Assolda Village Panchayat resolution highlighting the environmental degradation due to the proposed jetties; if so, the steps the Department intends to take to address such concerns with details thereof?

002A - COCONUT IMPORTS IN GOA DESPITE BEING NOTIFIED AS A STATE TREE

 *Will the Minister for Agriculture be pleased to state:

  1. whether the Government is aware that despite the coconut palm being notified as the State Tree of Goa, the state continues to import large quantity of coconuts from other states or countries; if so, provide the annual figures of coconut imports in the last five years along with the reasons for the dependence on imports;
  2. the current status of coconut production in Goa, including the total area under coconut cultivation, annual yield and whether there has been a decline in production or productivity in recent years; if so, the reasons for the same, such as, if ageing plantations, pest attacks, shortage of skilled labour or conversion of agricultural land;
  3. the steps taken by the Government to address the decline in local coconut production and to support coconut farmers including details of schemes if any, subsidies or incentives provided for replanting, disease control and mechanization of coconut harvesting;
  4. whether the Government has conducted any assessment on the impact of coconut imports on local farmers and traders including price fluctuations, market competition and the economic viability of coconut farming in Goa; if so, furnish copies of such reports and the action taken to protect the interests of local cultivators; and
  5. the details of all measures undertaken by the Government to promote the cultivation, conservation and marketing of coconut in Goa including awareness campaigns, formation of farmer cooperatives and steps taken to ensure that the State Tree is not reduced to a symbolic status due to neglect or policy lapses?

002B - SOUND RESTRICTIONS AND TOURISM IMPACT IN GOA

*Will the Minister for Environment and Climate Change be pleased to state:

  1. whether the current sound restrictions in the state, particularly the prohibition on playing music beyond 10.00 p.m., are adversely affecting the tourism industry in Goa; if so, the detailed assessments or reports highlighting the impact on tourist inflow, event organizers and related businesses;
  2. the status of all communications including letters and representations sent by the State Government to the Central Government seeking relaxation of sound restriction timings in the last 5 years specifically, to allow music and amplified sound beyond 10.00 p.m. for events held in designated zones or outdoor venues;
  3. whether the State Government has proposed or received any response from the Central Government regarding amendments or relaxations to the Noise Pollution (Regulation and Control) Rules, 2000, to accommodate the unique tourism and cultural needs of Goa; if so, furnish copies of such correspondence with current status on these proposals;
  4. the policy measures and criteria adopted by the State Government to balance the enforcement of sound pollution norms with the promotion of tourism, including  designated entertainment zones if any where sound restrictions may be relaxed along with the safeguards put in place to address concerns of local residents; and
  5. the details of  ongoing or planned initiatives if any by the State Government to engage stakeholders including tourism industry representatives, local communities and environmental experts on formulating sound regulation policies that supports sustainable tourism while minimizing disturbance to the residents?

002C - LANDLOCKED PROPERTIES AND MOTORABLE ACCESS RIGHTS TO GOAN FAMILIES

*Will the Minister for Revenue be pleased to refer to the reply of Starred LAQ 002C of 02.08.2024 and State:

  1. the current status and specific findings of the committee appointed to examine the issue of motorable access for poor Goan families living in small landlocked properties as replied to clause (a) of the said LAQ and provide a timeline for the finalization and implementation of its recommendations;
  2. the specific steps the Disaster Management Authority has implemented or planning to implement to ensure emergency services like fire brigades and ambulances that can reach the significant percentage of houses in Goa that lack motorable access, especially in the light of the acknowledged risk during disasters and health emergencies, as replied to clause (b) of the said LAQ with a timeline required for such implementation;
  3. whether the road access shown in survey plans does not confer legality as replied to clause (c) of the said LAQ; if so, the measures the Government is taking to regularize all road accesses shown in the survey plans to facilitate actual road construction and whether a specific policy or legal framework is being drafted to address this long-standing issue;
  4. by when the Government will carry out an exercise to show all roads and traditional access on the survey plans; and
  5. with regards to complaints of obstruction of traditional access as mentioned in Annexure ‘B’ of the reply to the above referred LAQ 002C clause (e), state the current status of resolution and whether legal or administrative action has been concluded with documentational proof for cases where access has been restored including photographs or site verification reports?

  1. whether it is a fact that orchid farmers in the State do not receive any specific support or assistance from the Government;
  2. if so, the reasons therefor and whether the Government has any plans to introduce schemes or incentives specifically for orchid farmers;
  3. the total number of farmers engaged in orchid cultivation across Goa with district-wise or taluka-wise details with their names, addresses and contact numbers; and
  4. whether any existing agricultural schemes are applicable to orchid farmers; if so, the details of such schemes along with the number of orchid farmers that have availed benefits under such schemes?
