 SHRI MAUVIN GODINHO, MLA called the attention of the Minister for PWD to the following:

“Grave anxiety in the minds of the people of Goa due to non- compliance of the instructions of Finance Department by the P.W.D. and deliberately not taking cognizance of the fact of a steep drop in   bitumen prices which

resulted in  a  loss  of  Rs.  100  crores  to  the  State  exchequer. Steps  the

Government  has  taken  to  prevent  this  loss  and  fraud  on  the  State

exchequer”.

“Grave anxiety in the minds of the people of Goa and the Members of different Communidades in Goa due to the non-implementation of the Report of ‘Communidade Commission’ inspite of being presented to the Government and everyone awaiting its implementation. The Commission of Communidades was constituted at the behest of the Hon. High Court. Steps the Government  has taken or intends to take in the matter”.

“Anxiety in the minds of people created out of contradictory decisions of various courts in the matter of filing criminal complaints viz-a-viz dual citizenship issue. Will the Government clarify on the issue.”

“Fear and grave anxiety in the minds of the people of
Saferant, Adarshanagar and Assoi in Dabolim
Constituency in regard to collapse of the road side
retaining walls along with part of the road being washed
due to heavy rains that lashed Goa at Saferant near Sai
Baba Temple in Vaddem at Adarshnagar near
Vidyamandir School, Airport road and at Assoi opposite
Helber service station in Chicalim thereby exposing the
remaining parts of the roads, temple and the people
residing in the vicinity to imminent danger to their lives
and property. Steps the Government intends to take to
immediately repair reconstruct the retaining walls at all the
three locations and ensure overall safety of the temple,
motorist and the people. ”.

SHRI MAUVIN GODINHO, MLA called the attention of the Chief Minister to the following:
“Grave anxiety in the minds of the people of Vaddem and the surrounding areas in regard to a notification published by the Department of Inland Waterways on behalf of Goa Shipyard Limited(GSL/CMD/04 Secret Act of GSL Unit-I)notification was issued on 14th June,2012,by Under Secretary(Home) whereby if implemented would strongly impact access to the Vaddem beach to the public as well as denying the fishermen community their right to anchor their boats and thus depriving them from their livelihood, steps Government intends to take to protect the rights of the local people as well as the livelihood of the fishermen.”

SHRI MAUVIN GODINHO, MLA  moved the following:

“This House strongly recommends the Government as a step towards empowerment of the common man so as to legitimize a roof over his head and to fulfill his dream of owning his own house, the Government should confer legal status on houses built on Communidade land all over Goa after taking the respective Communidades into confidence. Governance being a continuous process, the present Government build upon the earlier proposal mooted in the year 2000 should legalize houses built on Communidade land. These steps to be preceded by strict regulations to check any further growth of illegal construction in Communidade land.”

SHRI MAUVIN GODINHO, MLA called the attention of the Minister for Public Works Department to the following:
“Grave anxiety in the minds of the people who are facing great hardships in regard to supply of water to the residents of Chicalim, Bogmalo, Vaddem, New Vaddem and surrounding area whereby the people residing in these areas are not getting water even for one hour regularly whereby other areas covered under Salaulim Dam are getting umpteen supply of water thereby denying the basic necessities of livelihood in water to the areas as stated above. Steps Government intends to take to ensure regular supply of water to the local people residing in the above mentioned areas.”

“Grave anxiety in the minds of the people of Vaddem particularly among the traditional fishermen who operate from Vaddem beach and surrounding areas in regard to the harassment caused by the Defence Personnel to the local fishermen who are doing their business for many generations and as such venture in the Arabian Sea to catch fish for their livelihood. Steps Government intend to take to protect the rights of the local fishermen areas.”

“Grave anxiety in the minds of the people of Chicolna-Bogmalo in regards to denying of the access to the people from the Village of Chicolna-Bogmalo to the Grand island to have their annual Litany at the cross which is located there by the Naval Authorities who blatantly either arrest the visitors to this island who go there without seeking their permission. Further this island is used by our traditional fishermen to rest while doing their traditional fishing and more importantly during the time of heavy rains and rough weather.  Many locals from Mormugao taluka, all over Goa and more importantly the tourist visit this island for picnic and for enjoying the scenic beauty by also staying overnight at this grand island. People always visited most of these islands be it Grand Island, Bat Island, St. George Island, Bimvell Beach and Sura Vell Beach with the permission obtained from the Village Panchayat of Chicolna-Bogmalo.  But of late the Naval Authorities have been harassing the visitors to this island by demanding permission to be obtained from the office of the Naval Authorities. The steps Government intends to take to protect and safeguard the rights of the local people as well as traditional fishermen”.

Also the denial of proper space and facilities to those students already admitted in the Arts stream at the behest of the Education Department. Steps the Government intends to take to remedy the situation.”

"Grave anxiety in the minds of the people of Goa and particularly the
people of Vasco-da-Gama in regard to the dangerous Naptha pipeline
from Vasco to Zuarinagar. It is the opinion of the people that the safety
aspect are being compromised by the neglect of the Company i.e. ZIL,
National Highway and the other agencies involved as well as the
monitoring agencies like Goa Pollution Control Board. Steps taken by the
Government to allay the fears of the people."

the Minister for Labour & Employment to the following:
"Grave fear and anxiety in the minds of the workers who have been laid
off due to stopping of operation by ZIL for basically no fault of theirs. The
decision of M.P.T.of disallowing the handling and transportation of
Ammonia and Phosphoric Acid also impacting the scenario. Steps the
Government proposes to take to restart the factory by following the safety
measures and also ensure that wages are paid during the layoff period."
